
Transferring Positions
Overview
Positions may be transferred between state entities by: an act of the General Assembly; through the position pool process, or positions may be transferred between departments within an agency. Such transfers require the Governor’s approval, and are based on the specific agency’s statutory authority to transfer positions and personnel. For example the statutory authority for the Agency of Human Services is found at: 3 VSA § 3025.
Process
Requests to transfer positions within an agency should in memo format, addressed to the Secretary of Administration through the Department of Human Resources. Each request must include the following information:
- Position number, title, and incumbent’s name (if filled) to be transferred
- Department transferred to, new title if different, new location and department id (GUC)
- An explanation of why the transfer is necessary, and the impact of the transfer on the current or and new department, such as budget impact, or changes in supervisory designation and organizational structure.
