Governor's Invitation to Workforce Planning

Dear State Employees:

Welcome to the State of Vermont’s Workforce Planning Toolkit, a resource designed for leaders and managers in State Government.

As I have over the past few years, I am proud to continue to support workforce development initiatives in Vermont, including such efforts as the Vermont Training Program, the Governor’s Workforce Training Task Force, Grants through the Next Generation Fund, and Higher Education Partnerships, to name a few. Today's jobs require workers to have more advanced training and higher levels of education. In order to compete most effectively, Vermont’s economic development strategies require a highly skilled workforce, developed through lifelong learning and worker training.

The tools you are about to view are designed to help you to:

  • Tie-in staff performance with the mission of the department, agency and state government
  • Ensure we are able to recruit, hire, and retain the most qualified staff for our positions
  • Equip Vermont state government to prepare staff for current and future leadership roles
  • Identify current and future training needs
  • Provide the means by which knowledge can be transferred before key staff retire or leave for other reasons
  • Assist managers in implementing strategies to support the morale and effectiveness of all staff

In light of our State’s current and projected fiscal challenges, I strongly encourage managers and leaders to review these materials and to promote the continued vitality of our organization by engaging in workforce planning. Through a comprehensive, integrated, and flexible workforce system, Vermont will be equipped to respond quickly to the changing needs of its workers and businesses, and to compete successfully in the global economy.

Sincerely,

James H. Douglas
Governor
