Overview

The State of Vermont is committed to building on local, state, and national efforts to advance equity and social justice, and recognizes the important role government holds in removing structural barriers and increasing meaningful inclusion and representation. In 2018, State of Vermont created the Racial Equity Advisory Panel ("the Panel") and the role of Executive Director of Racial Equity ("the Director"). The Panel and the Director are charged with ensuring that equity goals and objectives are incorporated throughout the State's operations and providing strategic and policy guidance on equity issues.

We are seeking a Racial Equity Policy & Research Analyst who will help standardize and craft Vermont's continued equity policy work. The ideal candidate is organized and detail-oriented, and is committed to serving all of Vermont's residents, visitors, and partners. The Analyst reports to the Director and is part of the Office of Racial Equity, which is housed in the Agency of Administration.

The Analyst primarily works internally with the three branches of state government, with additional interaction with external entities as needed. The Analyst will conduct policy and data analysis to inform implementation of the statewide equity plan. This position will bring an equity lens to all aspects of research and policy analysis, which will require the knowledge and ability to apply equity principles to traditional research methods while ensuring a high level of analytical rigor. Particular areas of research relevant to Vermont include population growth, school policy and curriculum, environmental justice, workforce development, immigration, and economic development in rural or underserved communities. Due to the statewide scope of this work, the incumbent will need access to reliable transportation to travel occasionally to meeting locations around the state.

Environmental Factors

Duties are performed largely in an office setting, with some in-state travel required to attend meetings and to serve client organizations. Incumbents are required to have access to reliable transportation for frequent travel with-in the state. Some work outside of the normal work schedule may be required. Strong differences of opinion and emotionally charged situations may be encountered.

Minimum Qualifications

Four (4) years of experience in policy research and analysis, policy development, organizational development, data analytics, law, or related field. 

Preferred Qualifications

Professional or volunteer experience in a field related to equity, social justice, and/or diversity/inclusion.
