The Natural Resources Board Technician works closely with the District Coordinator to support administrative and technical activities for one or more District Commissions. The Natural Resources Board Technician is responsible for initial administrative review of applications and is the primary contact for assisting the public and parties associated with the Act 250 permitting process. The Natural Resources Board Technician has specific knowledge, background, and experience in the legal, practical, and technical aspects of Act 250. The Technician, additionally performs unique permit/public document preparation/drafting functions. Technicians may be involved in remote workshare between more than one district offices. Supervision over other office staff personnel may be involved.

This position is responsible for coordinating daily activities of a District office(s). Works as a part of the District Office team to ensure Act 250 permits are process efficiently and accurately. Transmits executive orders and decisions to the proper persons with such explanations as may be necessary and follows up for compliance, completeness, and meeting of deadlines. Conducts correspondence with the public and supplies technical information involving application preparation and procedures. Assists in the drafting of jurisdictional issues and permits. Controls, updates, and assures clerical accuracy of office records. Plans, installs, reviews and refines office systems and practices. Performs related work as required.

Examples of Work

Acts as a representative of the District Coordinator in daily operations, maintaining frequent interaction with public and private executives, professional persons as well as state and town officials. Conducts correspondence with the public and supplies technical information involving application preparation. Plans, installs, reviews and refines office systems and practices. Instructs subordinates in the use of same. Assists in the drafting of jurisdictional issues and permits. Controls, updates, and assures clerical accuracy of office records. Performs related work as required.

Environmental Factors

Duties are typically performed in a normal office setting. Computer work is required. Pressure from deadlines and workload may occur. There may be occasional travel outside of the office setting for which private means of transportation must be available.

Knowledge, Skills and Abilities

Specific knowledge of Act 250 process.

 

Working knowledge of Natural Resources Board Rules.

 

Working knowledge of Vermont's Land Use and Development Law.

 

Strong understanding of the principals of office management and supervision.

 

Excellent communication skills.

 

Excellent computer skills.

 

Ability to draft a variety of letters, memoranda and reports of considerable complexity.

 

Ability to work independently on complex administrative tasks and to make decisions within the framework of established policies.

 

Ability to develop and maintain complex records and databases.

 

Ability to read, interpret and apply rules and regulations of considerable complexity.

 

Ability to accurately and efficiently input data, transfer and organize electronic files.

 

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Bachelor's degree.

 

OR

 

Associates degree AND two (2) years or more work in administrative support role.

 

OR

 

High School diploma AND six (6) years or more in administrative support.
