Class Definition

Position is responsible for ensuring that quality services are provided to eligible Vermonters by more than forty community service programs in a regulatory-compliant, technically-sound and fiscally-responsible manner. Also responsible for development of programmatic policy, training, and quality control monitoring and budget review. Work is performed under the direction of the Community Services Program Administrator. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strength-based relationships and results orientation.

Examples of Work

Develop and maintain technical policy and procedures that are compliant with Department of Housing and Urban Development, Department of Health and Human Services, Center for Medicaid and Medicare Services requirements and other federal programs. Design and maintain statewide data collection and reporting systems. Plan and coordinate various training events, facilitate training and/or directly train program staff. Review financial and programmatic reports. Conduct routine programmatic monitoring at community grant program sites, and generate regular evaluations and reports. Participate on boards, task forces and committees regarding services. Perform related duties as required.

Environmental Factors

Duties require considerable travel to project sites for which a valid driver's license is required. Tact and diplomacy are required for effective performance. Considerable interaction will occur with human service providers, and other state and federal agencies. Some overtime, evening, and weekend work may be required.

Knowledge, Skills and Abilities

Thorough knowledge and understanding of the causes and effects of poverty and homelessness.

Considerable knowledge of homeless assistance, anti-poverty and housing programs and resources.

Working knowledge of adult learning theory, training design and change management principles.

Working knowledge of U.S. Department of Housing & Urban Development (HUD) regulations governing the homeless assistance programs.

Working knowledge of Medicaid enrollment and billing.

Working knowledge of social services casework principles and practices.

Ability to assist sub grantee staff trouble-shooting efforts on difficult cases.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Minimum Qualifications    Education: Bachelor's degree AND four (4) or more years in human services, housing, community development or related field.

OR

High school graduation or equivalent AND six (6) or more years in human services, housing, community development or a related field.

Preferred Qualifications

Experience with homeless assistance programs

Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
