Class Definition

Administrative, analytical, data modeling, and supervisory work at a professional level. Involves the direction of a section responsible for development of databases and a wide range of statistical and economic analysis. Supervision is exercised over professional employees, fiscal and statistical research analysis positions. Work is performed under the general supervision of an administrative superior or the department/agency head.

Examples of Work

Integrates statistical analysis and database development in support of major policy development. Oversees development of caseload forecasting models. Manages programs for the collection and analysis of health utilization cost, and outcome statistics and related policy development work. Advises the department leadership on development and evaluation of health care financial alternatives. Outlines project schedules and tasks, monitors progress, and insures goals are met. Consults with the management team and staff to meet data needs, requirements, and assesses the various options for collecting, inputting, and processing of multiple data bases. May testify before legislative committees. Performs related duties as required.

Environmental Factors

Duties are performed principally within standard office settings. Some field travel may be necessary, for which private means of transportation should be available. Evening, weekend, or overtime duty may be anticipated. Extensive interaction and differences of opinion with administrators and technical personnel, both within and outside state government, can be anticipated.

Knowledge, Skills and Abilities

Considerable knowledge of the health care system.

Considerable knowledge of the principles and practices of research, including the methods and procedures of statistical analysis.

Considerable knowledge of the procedures and methods required to develop and maintain complex health care modeling databases.

Working knowledge of the health care delivery system.

Working knowledge of peripheral equipment normally associated with computers.

Working knowledge of the methods of data communication.

Ability to compile, analyze, and review complex organizational and procedural problems and make sound recommendations.

Ability to present complex concepts and analyses to a wide range of audiences.

Ability to prepare clear and accurate reports.

Ability to communicate effectively orally and in writing.

Ability to establish and maintain effective working relationships.

Ability to plan, organize, and evaluate the work assignments of technical specialists in statistics and budgetary systems.

Ability to provide leadership and accountability within their organization.

Minimum Qualifications

Bachelor's degree in finance, statistics, mathematics, public or business administration, or related field AND four (4) years or more of experience in statistics, data research and analysis, which includes experience with financial modeling, and/or caseload modeling.

OR

Seven (7) years or more of experience in finance, statistics, data research and analysis, which includes experience with financial modeling, and/or caseload modeling.

Preferred Qualifications

Master’s degree
