Class Definition | Management of public health nursing program development, administration and evaluation. Duties include policy administration, development of management and clinical systems to provide a framework for population based care, and fiscal oversight including management of budget, grants and contracts. Duties performed include extensive coordination and collaboration with internal and external partners. Duties may include supervision and support of nursing and non-nursing staff. |
Examples of Work | Analyzes national and state priorities and population needs and translates these needs into relevant program goals and objectives that are driven by public health and nursing theory. Represents the program before state policy administrators, elected officials, community leaders, the media and the general public. Ensures compliance with related state and federal regulations. Collaborate with program leaders in both state and community organizations for the implementation and management of quality improvement initiatives. Develops or modifies policies and procedures for the purpose of supporting public health program goals and activities. Prepares reports and provides leadership on outcome and evaluation measures and other quality assurance activities. Ensures that program is appropriately covered 24/7 when applicable. Represents Vermont at appropriate regional and national meetings and/or conferences. Advocates for the resources and supports the need to advance the work of the program. Initiates and maintains collaborative relationships with the wide variety of applicable Vermont organizations to better assure integration and achievement of department and program goals. Responsible for developing contractual relationships with organizations as needed to achieve program goals and objectives. Create and manage training and education about the program to Health Department staff and external partners. Develop and maintain curriculum for staff working in the program that is evidenced based, reflects the latest knowledge in the subject matter and is congruent with Health Department guidelines. Develops a comprehensive system for tracking and reporting of program data and activities at both the local and statewide levels. Responsible for grant writing and management including collaboration with internal and external partners regarding grant objectives. Assumes full oversight of the budget and analyzes program and fiscal data to create policy and operational decisions to insure efficient and effective program operation. Understands the principles of the incident command system and participates in emergency preparedness activities as indicated or requested. May supervise nursing and non-nursing staff. Performs other related duties as required. |
Environmental Factors | Duties primarily performed in a standard office setting. Work may be performed in clinic settings and possibly client homes. Exposure to communicable diseases and other stressful situations may occur. Private means of transportation is required. May be required to work evenings, weekends and 12 hour shifts. |
Knowledge, Skills and Abilities | Knowledge of and ability to demonstrate the principals of practice of professional nursing. Ability to conceptualize program processes and relationships along a total continuum of care from planning to evaluation. Ability to evaluate program, nursing services and program initiatives for quality, efficiency, effectiveness and alignment with desired outcomes. Skilled at establishing and maintaining effective working relationships both within the department and with external partners. Ability to climb stairs, stoop, crouch, kneel or squat repetitively. Ability to learn, follow and create clinical standards, procedures, protocols and policies relating to nursing and public health nursing. Knowledge of the health system as it pertains to public health. Ability to read, apply and communicate complex rules, regulations and guidelines to specific situations. Knowledge of and ability to use software and computer programs for writing, communication and date entry. Ability to lead and facilitate meetings. Ability to interpret and teach medical information to the public, healthcare providers, other professionals. Ability to communicate well verbally and in writing. Ability to adjust job duties with little notice and to deal with critical situations quickly and effectively. Ability to create and manage budgets including the capacity to create and oversee contracts and grants. |
Minimum Qualifications | Bachelor of Science in Nursing (BSN) AND six (6) years or more of professional nursing experience working in public health, community health* or specialty area. Possession of, or eligibility for, licensure as a Registered Nurse (RN) in Vermont OR eligible to practice in the state of Vermont via a multi-state license. *Community Health Nursing is defined as school nursing, home health nursing, home visiting nurses and community nurse health educators. NOTE: Must maintain Vermont licensure or multi-state license as a Registered Nurse as a condition of employment. |
Preferred Qualifications | Master of Science in Nursing (MSN) or Master of Public Administration (MPH). |
