Class Definition | Supports key operational elements and ensures implementation of initiatives and mandates for the Office of Child Support (OCS). Leads the documentation, automation, and streamlining of policies, processes, and procedures that regulate OCS operations. Work is performed under the general direction of a Deputy Director, but with need for significant independent interaction with other OCS leadership and staff, as well other state and federal organizations. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation. |
Examples of Work | Chairs OCS’s Process Management Team. Performs in-depth analysis of new or proposed federal and state mandates, programs, and/or OCS Management initiatives and recommends policy and procedural modifications. May file updates to the OCS State Plan with our federal partners to attest to compliance. Consults with Management Team members, staff attorneys, caseworkers and supervisors on recurring policy or procedural issues. Leads the drafting and development of new policy, processes, and procedures, as well as of continuous improvement efforts to standardize and refine existing ones. Designs and delivers trainings and provides technical assistance and post-implementation monitoring to ensure adoption of such policy, processes, and procedures. Often the business lead for IT projects which includes everything from requirements gathering, consultation with IT partners, coordinating user acceptance testing, planning for staff training and implementation, and monitoring of the project through the warranty period. This position is relied upon for designing and assisting others with designing new system enhancements because of the breadth of knowledge needed in this position. |
Environmental Factors | Duties are performed largely in an office setting although some field travel may be necessary, for which private means of transportation must be available. |
Knowledge, Skills and Abilities | Considerable knowledge of state and federal laws, rules and regulations applicable to public programs. Working knowledge of the principles and practices of public administration. Working knowledge of continuous improvement methodologies. Working knowledge of data processing capabilities, systems, and requirements. Ability to formulate policies, guidelines, and casework procedures in accordance with federal and state law and regulations and deliver cost-effective benefits or services to program beneficiaries. Ability to organize and conduct detailed studies and analyses of an assigned human services program area. Ability to correctly interpret and apply statutes and regulations of considerable complexity. Ability to prepare and deliver clear, concise, timely and persuasive reports, both orally and in writing. Ability to establish and maintain effective working relationships. |
Minimum Qualifications | Bachelor's degree or higher AND three (3) years or more of experience at a professional level in human services or business administration. OR Associates degree OR two (2) years or more of full-time college coursework AND five (5) years or more of experience at a professional level in human services or business administration. OR High school diploma or equivalent AND seven (7) years or more of experience at a professional level in human services or business administration. |
