Class Definition

Advanced technical and administrative work performed with a high degree of independence. Duties involve administering a complex program or multiple programs; coordinating program activities; including various technical processes; and may involve developing and implementing program requirements such as compliance monitoring or data audits. Requires a broad knowledge of an agency or department and assigned programs. This is the third level in the series and is distinguished from the lower levels by a broader and more complex scope of program responsibilities including a substantial understanding and maintenance of the financial aspects of the program. Incumbents may supervise lower level technical and clerical positions. Work is performed under the general direction of an administrative superior, but with need for significant interaction with other division or department staff, other state or outside agencies.

Examples of Work

Maintains internal control systems and directs the input of financial data into multiple computerized systems. Develops and maintains multiple database systems. Including posting, balancing and reconciling account records transferred from one database to the next. May perform supervision over the analysis and reconciliation of annual, quarterly and bi-weekly financial accounting records. Prepares financial summaries and reports for review. Ensures that reporting requirements are fulfilled. May prepare financial transactions, disbursements, receipts and fund transfers requests. May prepare journal vouchers for the transfers of funds. Is independently responsible for the completion of assigned projects from beginning to end.

 

Responsible for complex and diverse programs and program components including producing and reviewing records and reports submitted by program participants or agency staff for compliance with legal, regulatory or policy standards. Developing and implementing complex program requirements independently, such as compliance monitoring, formal quality control activities, and data audits. Responds to programmatic inquiries from the general public, governmental officials, or other jurisdictions. Responsible for developing standard operating procedures, user manuals, online resources and guidance; and similar tools and resources. Responsible for requesting and collecting program data; editing and analyzing the data; and writing comprehensive status reports. May perform in-depth analysis of program needs and recommend policy and procedural modifications. May include reviewing and processing applications for permits or licenses, assisting agency clients with inquiries or problems concerning the assigned program area. May prepare, review, process and/or recommend action or review of contracts, grants and other program implementation. Communicates procedural or program changes to program staff, contractors, and other interested parties. May attend civic meetings or other meetings to gather or distribute program or technical information. Develops and implements various filing systems, including database systems. May process various types of claims, requisitions, purchase orders and invoices. Interprets statutes, regulations, policies and procedures. Performs related duties as assigned.

Environmental Factors

Duties are performed predominately in an office setting. Private means of travel should be available for occasional travel when appropriate. Incumbents must be adaptable and able to work within tight time limits and under considerable stress. Some evening and weekend duty may be necessary.

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices applied to the area of program specialty assigned.

Considerable knowledge of program requirements (legal, policy, contract).


Knowledge of the principles of office management and the ability to apply these principles to office operations.

Knowledge of departmental rules, regulations, policies and procedures.

Knowledge of English usage, spelling and written communications.

Ability to analyze, design and implement program improvements and implement policies and procedures.

Ability to effectively communicate both orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Two years or more of full-time college coursework OR Associate's degree or higher AND three (3) years or more of experience above a technical level in program administration (such as administering components of a licensing and certification program, or records management).

 

OR

 

High School diploma or equivalent AND four (4) years or more of experience above a technical level in program administration (such as administering components of a licensing and certification program, or records management).

 

OR

 

Two (2) years or more of experience as a Program Technician II with the State of Vermont.
