Work is performed independently under the general direction of Agency of Natural Resources, Deputy Secretary. Work involves ensuring Agency compliance within the U.S. EPA Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987 and other related civil rights laws, and to ensure that marginalized groups are provided access to the Agency’s work. The Civil Rights Restoration Act of 1987 requires that recipients of federal funds comply with the civil rights laws across the institution including all programs and activities, not solely the program receiving federal funds. 
The position will support and advise the Agency Leadership Team on processes and procedures necessary to achieve compliance with these federal requirements, and assist in public engagement efforts. Additionally, the position will be responsible to develop and oversee Civil Rights training for Agency staff.

Examples of Work

Specific responsibilities and duties will include: Serve as the Non-discrimination Coordinator for the Agency to ensure compliance with Federal Civil Rights law and coordinate the implementation of these policies and procedures across the agency, which include: Nondiscrimination Grievance Procedure, Limited English Proficiency Plan and Procedure, and Disability Access Procedure.

Assist the Agency to further develop and implement an Environmental Justice and Public Participation policy through engagement with external organizations and underserved communities to inform the Agency’s policies and procedures.

Assist each department within the Agency to develop a public participation plan to ensure meaningful engagement for all individuals.

Work with the Agency's Diversity, Equity and Inclusion Committee and the Executive Director for Racial Equity in service of the Agency's commitment to a culture of continuous improvement around issues of diversity, equity, and inclusion.

Develop and oversee Civil Rights training for Agency staff.

Environmental Factors

Duties are performed primarily in a standard office setting. Some travel to district offices, work sites, and other field locations will be required, for which private means of transportation must be available. Strong differences of opinion may be encountered. Some work outside of normal office hours may be required.

Knowledge, Skills and Abilities

Facilitates implementation of system-wide programs, policies and procedures to ensure compliance with applicable federal and state laws, regulations and policies governing U.S. EPA, and specifically Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987.
Develops, updates and oversees implementation of the program plans, including the Limited English Proficiency Plan & Procedures, Non-discrimination and Grievance Procedures documents, and recruitment and on-boarding guidelines for the Agency’s hiring manager.
Ability to conduct investigations, evaluate facts, and prepare clear, concise written reports and recommendations.
Ability to read, interpret, and explain statutory requirements and regulations of considerable complexity.
Ability to communicate effectively, both orally and in writing, including strong presentation skills.
Ability to analyze problems and recommend solutions.
Ability to effectively engage with external organizations and community stakeholders to respond to and invite the perspectives of justice, equity, diversity and inclusion.

Minimum Qualifications

Master's degree and three (3) years or more of experience involving Civil Rights, Environmental Justice, diversity, equity, and inclusion issues.
OR
Bachelor's degree and five (5) years or more of experience involving Civil Rights, Environmental Justice, diversity, equity, and inclusion issues.
