Class Definition

Administrative, planning, and coordinating work involving the State's Permanent Supportive Housing Medicaid Program for the State Economic Opportunity Office. Duties involve supervising Permanent Supportive Housing case managers, providing training and technical assistance to community Permanent Supportive Housing providers to ensure quality program implementation as well as effective interaction with other programs addressing homelessness in Vermont. Work involves extensive interaction with local, state, and federal officials as well as advisory groups. Work is performed under the supervision of the Economic Opportunity Director.

Examples of Work

Supervises Permanent Supportive Housing Case Managers and oversees the direct case management support to participants.  This includes overseeing the eligibility determination and intake process as well as the state-level case management process for program participants.

Trains and supports area coordinators in project development and operation. 

Supports system-wide improvement in homeless assistance programs to ensure consistent and uniform best practice across the state.

Works closely with inter and intra-departmental teams to make funding decisions, align performance measures and program policy, and evaluate program success.

Coordinates Medicaid funding and services for those experiencing homelessness and at risk of homelessness, including regular contact with the provider network. Writes, negotiates, approves proposals and agreements with organizations. 

Conducts on-site visits to ensure that quality services are provided to Medicaid-eligible Vermonters, and to verify accuracy and consistency of reported information.  Delivers technical assistance and training to community providers to enhance operations, comply with changing requirements, and encourage best practices.  Advises program operates on potential areas for program improvements.  Negotiates corrective actions plans and quality improvement plans with providers, when necessary. Monitors program operators’ compliance with federal and state regulations, policies and procedures. 

Leads collaborative development of performance measures.  Supports development of system to track and collect performance and program data.  Compiles and analyzes programmatic reports to determine provider and system-level performance.  Prepares and delivers oral and written reports (both narrative and statistical) on the quality and quantity of services rendered to external and internal audiences, including the legislature.

Chair, participate and/or facilitate various standing committees and time-limited task forces with public, private and nonprofit stakeholders in both HUD Continua of Care.  Serve in an advisory capacity to various groups on homeless assistance policy and programs.  Support ongoing housing focused working groups within the Department for Children and Families and across state government. 

Performs related duties as required. 

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations.  Private means of transportation should be available since travel to field sites will be required. 

Knowledge, Skills and Abilities

Essential skills include diplomacy, analysis, regulatory expertise, ability to  learn/adapt, strategic & systems thinking, attention to detail, and advanced writing and presentation skills.

They will be expected to provide expert leadership to policy makers, partners in the administration, and providers in the field to develop local solutions to address homelessness through training and technical assistance.

Thorough knowledge and understanding of evidence-based and emerging practices in human services and housing. Training in adult learning theory, training design, and change management principles.

Must have knowledge of federal rules and regulations (Medicaid) that govern the program and ability to interpret and apply complex rules and regulations correctly.

Working knowledge of funding sources typically available to fund community service projects, homelessness prevention, and re-housing efforts. Awareness of basic computer systems used for management purposes.

A demonstrated ability to facilitate a positive working relationship between and among community based organizations and state and federal government agencies.

Ability to detect and analyze program problems and deficiencies, and to develop feasible solutions.

Ability to communicate effectively, both orally and in writing.

Ability to prepare clear and comprehensive narrative and statistical reports.

Ability to establish and maintain effective working relationships.

Ability to perform job duties within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.

Minimum Qualifications

Master’s degree in education, human services, health, counseling or related field and one (1) year of experience or training in housing, human services, mental health, substance use, public health, education, counseling or related fields.

OR

Bachelor's degree in education, human services, health, counseling or related field and three (3) years of experience or training in housing, human services, mental health, substance use, public health, education, counseling or related fields. 

Preferred Qualifications

Experience with community-based health/behavioral health and/or homeless assistance/prevention programs. 

Supervision experience.

Candidates must pass any level of background investigation applicable to the position.
