Class Definition

Managerial level work involving administration, technical expertise, investigation, research, drafting and legal case analysis work for the Department of Corrections. Work is performed with significant independence under the general direction of the Director of Classification and Facility Designation with extensive collaboration and interaction with Vermont Criminal Justice Agencies, Judicial Branch, Sheriff’s and State’s Attorneys, including National State and Federal Criminal Justice Agencies and representatives and DOC Staff. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, and strengths-based relationships and results orientation.

Examples of Work

Provide technical and legal input to DOC staff, attorneys, and other stakeholders on multijurisdictional cases. Manage VT DOC Extradition procedures. Manage DOC warrants in the State Warrant Database and Vermont Orders and Warrants System. Manage designation of supervised individuals for entry into the NCIC Person files; including, wanted persons, violent persons, and gang members. Validate and ensure compliance of any CHRI data access and dissemination, training, certification, and policy implementation as required by state and federal policy, providing oversight and input on improvements to mitigate risk and liability through accountability, efficacy, and accuracy. Perform criminal background checks for new hires, volunteers, and contracted personnel. Coordinate movement of inmates to and from the State of Vermont under a variety of State and Federal Compacts dictating interstate inmate movement, including the Interstate Corrections Compact, Intergovernmental Agreement, Interstate Agreement on Detainers, Writs of Habeas Corpus, Executive Agreements, and Governor’s Warrants. Environmental Factors

Duties are performed primarily in a standard office setting. Some travel to facilities and other departmental offices will be required, for which private means of transportation must be available.  Incumbents must be able to concentrate on details and perform accurate work in the face of frequent interruptions and be able to pivot to emergent needs. Human relations skills are needed to interact with staff, criminal justice agencies and the general public. Pressure from work deadlines is predictable as well as inherent liability issues due to the sensitivity and legal guidelines for the data. Moderate work outside of normal office hours may be required.

Knowledge, Skills and Abilities

Considerable knowledge of the principles and practices of public administration. 

Considerable knowledge of the principles and practices of penology.

Thorough Knowledge of the Vermont Criminal Justice System

Considerable knowledge of DOC policies and of statutes relating to IAD, NCIC, and Extradition.

Ability to read, understand, apply, and enforce state and federal law and regulations regarding the management of confidential criminal justice information.

Ability to manage confidential information.

Ability to deal tactfully with a broad variety of complaints and inquiries.

Ability to set and meet goals and deadlines, manage workload, and plan effectively with minimal supervision.

Ability to make prompt, effective, and accurate decisions.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Bachelor's degree AND two (2) years administrative experience in a criminal justice agency (i.e. law enforcement, District Court, State's Attorney Office, Attorney General or Department of Corrections) including experience in areas of extradition processes, warrants, and legal processes.

OR

Associate degree AND four (4) years administrative experience in a criminal justice agency (i.e. law enforcement, District Court, State's Attorney Office, Attorney General or Department of Corrections) including experience in areas of extradition processes, warrants, and legal processes.

OR

Six (6) years administrative experience in a criminal justice agency (i.e. law enforcement, District Court, State's Attorney Office, Attorney General or Department of Corrections) including experience in areas of extradition processes, warrants, and legal processes.

Preferred Qualifications
Special Requirements

This position requires background clearance as defined by Vermont Crime Information Center and Federal Bureau of Investigations clearance standards.

Must have NCIC Full-Service Terminal Operator certification or be able to obtain certification within 6 months of hire.

Candidates must pass any level of background investigation applicable to the position. AHS Policy 4.02, Hiring Standards, pursuant to 20 V.S.A. 2056c or other applicable statutory authority, requires criminal record checks for all AHS positions, including motor vehicle driving record checks and national record checks where appropriate.
