Class Definition

Performs professional level work in strategic planning, developing, managing, directing, administering, guiding and supporting the entirety of Vermont State government, and the external supplier community, through VTBuys electronic procurement system. Designs and implements large scale planning and collaboration processes involving both internal and external suppliers. Leads and manages Organizational Change Management efforts for the Agency of Administration, OPC and in planning and implementing a large-scale business improvement and technology project.

Examples of Work

Engage and facilitate change processes and collaboration between and across every department and agency of State government, entire community of all contracted suppliers, as well as the implementation provider and solution provider for this major project. 

Advisor and key partner to the Office of Purchasing and Contracting (OPC), the Commissioner of the Department of Buildings & General Services, and the Project Sponsor (the Deputy Secretary of Administration) on strategic planning, change processes, stakeholder positions, organizational, and management issues and communication needs. 

Create change communication and learning strategies.

Provides impact assessments and stakeholder analysis.

Provide key expertise, support, customer service, training and project readiness.

Create and Manage Organizational Change Management Strategies and workplans.

Develops business process improvement, business readiness, communication and training activity plans.

Analyze business operations, identify skill gaps and develop actions plans.

Develop and update training plans and materials and directs curriculum development.

Conducts needs assessments, formulates teaching outlines and teaching aids and determines methods of training delivery. 

Manage communication planning, development, distribution and feedback mechanisms throughout State government.

Develop and manage ongoing communication with external supplier community.

Conduct Supplier outreach, cross agency and political subdivision collaboration.

Create, deliver presentations and represent the State at tradeshows and partner events.

Plan and conduct Supplier training sessions. 

Environmental Factors

Duties are performed primarily in a standard office setting but with a requirement for occasional statewide travel, for which private means of transportation must be available. Some work outside of normal office hours may be anticipated. Anticipated strong opposition encountered from internal and external stakeholders resistant to compliance requirements and/or changes in current procedures, for which considerable tact is required. Substantial pressure from deadlines may be experienced.

Knowledge, Skills and Abilities

Knowledge of principles and practices of Organizational Change Management

Strong facilitation, training, oral and written presentation skills

Strong organizational skills and the ability to plan and prioritize work to meet commitments aligned with organizational goals

Ability to provide leadership with strong abilities in relationship management and delivering customer-centric solutions

Ability work collaboratively with diverse groups as well as independently, even when things are uncertain

Ability to analyze complex activities, relationships and situations, identify problems, draw logical conclusions, and develop and defend independent recommendations 

Strong analytical skills with the ability to identify problems, opportunities, trends and the underlying agendas.

Strong Interpersonal skills interacting will all levels of State Agencies and external Supplier community 

Ability to negotiate diplomatically and effectively with heads and officers of agencies and programs 

Aptitude to learn new and complicated systems and processes

Minimum Qualifications

Five (5) or more years of experience in change management, creating and facilitating training, performance management, program evaluation, project management, human resources, data analysis or related field.

Preferred Qualifications

Bachelor’s degree or higher in relevant field.

Experience with data analysis.

Knowledge of the Ivalua Platform and VTBuys E-Procurement System. 

Familiarity, or ability to develop rapid familiarity, with standards and processes specific to procurement in the public sector 

Ability to manage, analyze and interpret large quantities of data within a complex system. 

Strong leadership and interpersonal skills with the ability to communicate complex issues to key stakeholders. 

Ability to recognize and recommend procedural and systemwide improvements. 

Critical problem solving and critical thinking skills.
