Class Definition | Technical, fiscal, advisory, training, project management, planning, reporting, and administrative work at a professional level involving public transit grants management within the Agency of Transportation. Duties involve implementing the Agency's public transit grant programs and related contracts and securing compliance with appropriate laws, regulations, and procedures. Incumbent exercises supervision over public transit providers in assigned geographic region to ensure delivery of public transportation services. The Coordinator III position is also tasked with coordinating the FTA reports and overseeing the Public Transit Program’s retainer contracts and Drug and Alcohol Testing contract(s). Work is performed under the supervision of the AOT Public Program Manager. |
Examples of Work | Schedules, attends, monitors, and oversees state and federal grants, monitors, and approves program budget, and ensures public transit systems comply with federal and state regulations. Develop the scope and budget for retainer work critical to maintaining compliance with Federal rules and requirements. Responsibilities involve oversight of designated public transit projects, either statewide or in a large geographic region, to include multi-million projects for public transit operations, administration, procurement of vehicles, capital equipment and construction and renovation projects. Drafts proposals for acquisition of grant funds from the federal government and other sources. Reviews and advises on programmatic requirements for grant applications and assists in the development of programs which meet eligibility requirements. Acts a the “Lead Coordinator” to assist the Program Manager with the necessary training and development of the Public Transit Coordinator II staff. Works with granting sources to refine and revise submissions as needed. Provides technical and advisory assistance to transit providers and internal staff to ensure compliance for program funds. Monitors grant expenditures to ensure consistency with grant requirements with applicable laws and regulations and to maximize use of available funds. Performs cost and benefit analyses of proposed new acquisitions and rehabilitation of buildings, equipment, and vehicles. Conducts on-site monitoring and compliance reviews of public transit systems and evaluates compliance. Prepares written reports of findings, deficiencies, or recommends corrective action. Ensures Public Transit program reporting requirements on grants are fulfilled. Participates in public hearings, meetings, and committees. May develop and implement systems to project income and to monitor expenditure of funds. Provides training to staff on requirements of grant funding. Fully trained to execute transactions, reporting, and project management through FTA’s financial accounting system (TrAMS by Appian). Performs related duties as required. |
Environmental Factors | Duties are performed primarily in a standard office setting. On-site compliance reviews, hearings, meetings, and committee obligations requires travel for which private means of transportation should be available. Some work outside of regular work schedule may be anticipated. A need to confront grantees with contract and grant requirements may arise frequently. Some pressure from deadlines may be anticipated. |
Knowledge, Skills and Abilities | Thorough knowledge of financial management principles and practices, including accounting and budgeting procedures. |
Minimum Qualifications | Master's degree in public or business administration, urban planning, or accounting AND two (2) years of experience in accounting, business management, financial auditing, grants administration, public transit, or related field. |

Special Requirements | Certification as a Certified Transit Program Administrator must be obtained within the first year. |
