Class Definition

Administrative, planning, logistical, and supervisory work at a professional level for the Department of Liquor and Lottery. Responsible for statewide liquor purchasing, pricing, and inventory programs as well as department-wide policy and procedure development. Work involves strategic planning as well as oversight of day-to-day DLL Warehouse operations. Collaboration and interaction with other Departments and external partners is a necessary component of this position. Supervision is exercised over supervisory and administrative employees. Work is performed under the direction of the Senior Director of Agency Operations.

Examples of Work

Purchases distilled spirits on behalf of State, which is distributed and sold through the 802Spirits agency stores, managed by the Department of Liquor and Lottery (DLL). Responsible for the bailment replenishment order program, which is critical to the purchasing and inventory management of distilled spirits at the Department. Provides pricing structure recommendations for distilled spirits and reviews retail price change requests from brokers/suppliers. Manages the sales program with suppliers. Chairs the quarterly listing committee meetings that determines which new products are listed with the Department which involves evaluating category needs, supplier promotional support, inventory and supply chain management, quality of products, brand recognition, innovation, and packaging. Manages the delisting process that evaluates product’s sale trends and turnover and makes recommendations on which products to delist or modify listing status. Oversees the warehousing of DLL products. Ensures the accuracy of inventory, directs movement of personal and products to maximize space, reduce inefficacies and waste. Collaborates with Retail Operations on allocating product mix to 802Spirits agency stores, reviewing store inventory levels, distributing allocated products through raffle and sweepstakes programs, and identifying barrel opportunities with liquor brokers and suppliers. Processes purchase orders for products that have shipped from the warehouse to liquor agency stores. Collaborates with the warehouse and retail operations to ensure proper inventory levels at the warehouse and agency stores to manage operational costs and encourage sales growth. Prepares and analyzes sales reports. Coordinates shipment of products to warehouse, and placement of inventory to maximize efficacy and space. Creates standard operating procedures for warehouse operations.  Develops multimillion dollar budgets alongside the DLL Director of Finance. 

Environmental Factors

Duties are performed in office and warehouse  settings. Quick deadlines for important reports. Interacts and communicates directly with DLL leadership, staff, brokers, suppliers, and agency store. 

Knowledge, Skills and Abilities

Knowledge of Microsoft D365, Excel, and database management software programs.

Exceptional attention to detail.

Strong analytical, financial analysis, and financial reporting skills.

Ability to communicate effectively with associates, brokers, suppliers, agency stores, the public, and others.

Strong organizational abilities and the ability to work independently to achieve goals.

Minimum Qualifications

Four (4) or more years of experience in purchasing, warehouse or retail/store inventory management or supply chain logistics, where at least one (1) year was in a supervisory role.

Preferred Qualifications

Two (2) years or more of experience working in the alcohol beverage industry either for a distributor, broker, supplier, or hospitality establishment. Two (2) or more years of experience in a purchasing, procurement, or sales role.
