Class Definition | Managerial, financial, analytical, administrative, planning, and merchandising work for the Department of Liquor and Lottery involving overall responsibility for the State's retail liquor outlets with a focus on retail financial analysis, retail operations, merchandising, inventory management, agency communications, and the supervision of all administrative accounting and financial functions. Supervision is exercised over professional and clerical employees. Assurance of contractual compliance by Liquor Agents. Work is performed under the general direction of the Commissioner of Liquor and Lottery. |
Examples of Work | Develops financial analytical tools and processes to oversee the retail division of the department and strategically plan for growth and optimal performance. Develops and monitors effective operation plans of the retail liquor outlets with respect to their inventory, merchandising practices, location, physical appearance, and their service to customers. Develops and maintains criteria for agency inventive evaluations. Manages agency contract process in compliance with the State of Vermont’s Bulletin 3.5. Research and review new and existing agency contracts. Monitors and reports on agency performance using D365 IT platform. Analyzes growth opportunities and develops strategies to stimulate growth. Plans and evaluates the work of the District Coordinators. Develops and distributes information agency stores about policies, processes, and efficient operation practices. Assists in budget preparation for retail operations. Conducts site visits to agency stores. Performs related duties as required. |
Environmental Factors | Duties are performed in both standard office and field settings. Frequent visits to retail sales locations through the State will be required, for which private means of transportation must be available. Some work may be required outside of normal office hours. |
Knowledge, Skills and Abilities | Considerable strategic planning skills. Considerable knowledge of retail operations, retail marketing, and merchandising. Considerable knowledge of administrative principles and practices, including supervisory techniques. Considerable knowledge of accounting and budgeting principles and functions. Considerable knowledge of laws, regulations, and policies applicable to retail liquor sales in Vermont. Working knowledge of Microsoft Office Suite software, including EXCEL, Word, Power Point. D365 and Power BI. Working knowledge of IT systems used as reporting tools for fiscal data and analysis. Working knowledge of modern customer service methods and practices. Working knowledge of retail marketing and merchandising principles. Ability to exercise judgment and directions in applying and interpreting departmental policies, rules and regulations. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationship. |
Minimum Qualifications | Five (5) years or more of experience involving retail financial analysis, retail operations, retail marketing, or merchandising, including or supplemented by one (1) year or more of supervisory experience. |
Preferred Qualifications | Experience in retail operation for a commercial or large enterprise. Experience in the alcohol beverage industry. A degree in public or business administration, financial regulation and analysis, accounting, merchandising or a closely related field. |
