Class Definition

Marketing, supervisory, promotional, and marketing work at a professional level involving the oversight of all retail lottery and liquor marketing activities. Duties involve development and implementation of marketing plans, development of advertising campaigns across multiple media including web, social media, print, radio, and television, administering contracts with advertising, printing, and product fulfillment companies. Involved with product development, merchandising, sales analysis and forecasting, web site planning and development, budgeting, research, project management. Supervises web marketing position. Work is performed under the general direction of the Commissioner and Deputy Commissioner. 

Examples of Work

Plans, manages, and administers a comprehensive marketing program for the Department, including the Vermont Lottery products and the 802Spirits retail operations. Involved with the design and development of all new lottery games. Assists retail operations team with the marketing and promotion of new and existing 802Spiritis agents. Oversees editorial content for the 802Spirits magazine. Develops and manages a large advertising budget and negotiates with advertising agencies to create media for use in promotions. Conducts market research and analysis of sales history and consumer behavior. Writes and edits newsletter, press releases, and marketing content. Develops annual marketing plans as well as annual marketing and sales operational budget. Develops and oversees the design of the consumer-facing lottery and liquor web sites. Oversees the social media presence and activities. Develops and implements promotional events at agents and other locations. Performs related duties as required.

Environmental Factors

Duties are performed largely in a standard office setting, but with some in-state travel required for which private means of transportation may be required. Regularly scheduled out-of-state travel is necessary. Work outside of normal work schedule may be required. Tact and diplomacy are required in dealing with vendors, agents, and the general public.

Knowledge, Skills and Abilities

Considerable knowledge of advertising and marketing strategies and techniques, including digital marketing, social media, and broadcast media.

Considerable knowledge of developing and implementing media campaigns, including budgets, target audience, and performance metrics. 

Considerable knowledge of the Vermont media and advertising community.

Considerable knowledge of budgeting principles and practices.

Working knowledge of the Vermont lottery and 802Spirits retail operations. 

Working knowledge of supervisory principles and practices.

Ability to design surveys, conduct research, and analyze data to discern market patterns.

Ability to negotiate contracts and evaluate performance of contractors.

Ability to communicate effectively orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Master’s degree in business, public relations, marketing, advertising or communications AND two (2) years experience in marketing, advertising, or public relations.

OR

Bachelor's degree in business, public relations, marketing, advertising or communications AND four (4) years experience in marketing, advertising, or public relations.

OR

Six (6) years experience in marketing, advertising or public relations.
