Class Definition

Analytical, advisory, coordination, and evaluation work at a professional level involving a variety of staff assignments, special projects, and problem-solving roles within the Division of Risk Management. Duties involve extensive interaction with all Division staff as well as numerous other Departments. Issues may involve sensitive, controversial matters relating to the Department's staff, budget, programs, and services. Duties are performed under the general direction of the Director of Risk Management, but with need for significant individual judgment and discretion. Assigned staff may be supervised on specific projects.

Examples of Work

Oversees the Division's subrogation efforts on Workers' Compensation claims - identifying claims with subrogation potential, assessing the cost-effectiveness of pursuit, and pursuing subrogation in appropriate cases, either directly or through coordination with WC Adjusters. Manages multiple databases, ensuring accuracy of contents, coordinating with vendors to ensure smooth weekly data exchange and vendor transitions, designing and generating regular and ad hoc reports, and analyzing data to improve Division functions. This function requires the ability to identify trends through statistical reporting and make policy recommendations accordingly. Manages and adjusts Liability claims for the State of Vermont. Professional -level development of training information and educational programs that respond to the needs of the state work force as identified through surveys, statistical trends, and communication with other Departments and Agencies. Identifies best practices and coordinates the development of internal policies and procedures manuals to implement those practices. Manages the reconciliation of medical payments by our directed care vendor. Provides review and recommendation regarding all aspects of proposed reorganizations and policy changes, with particular emphasis upon items which could adversely affect Division components and clients. Acts as the Division's representative at a variety of meetings and on concurrent projects, studies and committees. Conducts special projects as assigned. Responds to a variety of requests for program information. Develops reports, position papers or other necessary documents upon request. Assists in review of the Department's organizational structure, service delivery systems, program accomplishments, and evaluation systems. Performs various support duties for the Director as needed. Performs related duties as required.

Environmental Factors

While duties are performed mainly in a standard office settings, an incumbent may need to attend and/or chair meetings in a variety of settings. Short notice of critical meetings, tight deadlines for important reports and need for rapid response to legislative inquiries can be assumed. Private means of transportation may be necessary.

Knowledge, Skills and Abilities

Working knowledge of the broad areas and general objectives of Risk Management Division programs./ Working knowledge of budgeting principles and practices./ Awareness of program planning principles and procedures./ Ability to read, interpret, and apply laws and regulations of considerable complexity./ Ability to analyze complex activities, relationships, and situations; identify problems; draw logical conclusions; and develop and defend related recommendations./ Ability to develop and complete projects with minimal supervision. / Ability to communicate orally and in writing with clarity, precision, and persuasion./ Ability to establish and maintain effective working relationships.

Minimum Qualifications

Education: Bachelor's degree. 

Experience: Three years at or above a technical or professional level in Workers' Compensation, insurance, business, personnel, or public administration. 

Special note: Graduate study may be substituted for all but one year of specialized experience on a semester for six months basis. Additional years of relevant work experience may be substituted for the Bachelor's degree on a six months for semester basis.
