The Child Support Intergovernmental Program Manager provides administrative, analytical, technical and inter-departmental coordinating work at a professional level for the Office of Child Support. This role provides case management, training and mentorship across the state on a variety of intergovernmental child support topics. Additionally, this role includes specialized professional work at a paralegal level involving legal research, and interpretation of state and federal law as well as preparation of legal documents. The Office of Child Support provides holistic, family-centered, trauma-informed services. Thus, in this role, impartiality, equity, empathy, and procedural justice are key. Furthermore, Child support law is challenging and ever-changing. It requires adaptability, openness and flexibility.   

Work is performed with considerable independence under the general direction of a Child Support Deputy Director. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Examples of Work

Performs various intergovernmental-related duties to ensure intergovernmental child support cases across the state are administered in accordance with state and federal law.  The role assists with the development of training curriculum and leads state-wide training efforts on intergovernmental topics as well as training and assistance in preparing complex financial accountings. 

This role conducts audits and analyzes reports. Performs technical analysis and troubleshooting of system problems for resolution and refers unresolved problems to a systems programmer. 

This role maintains a caseload of investigatory and paralegal work. Case Management for this role involves preparing child support guidelines, case accountings, petitions, affidavits and stipulations to file with the court. Interviews parents to obtain information in all aspects of child support. Conducts resolution meetings to resolve complex child support issues. May participate in in-state case manager conferences or with out-of-state agencies or courts for matters pending outside of Vermont’s jurisdiction. May seek adjustments to judgments as merited or orders for wage withholding to assist in enforcing cases through license suspension or other administrative or judicial enforcement mechanisms. 

Environmental Factors

Duties are performed primarily in a standard office setting but may involve occasional visits to district offices statewide for which incumbents may be required to use either a state-provided vehicle or a private means of transportation.

Knowledge, Skills and Abilities

Considerable knowledge of the Family Court system and proceedings.

Considerable knowledge of child support programs and delivery systems.

Considerable knowledge of child support principles, concepts, and case management practices.

Considerable knowledge of the laws, regulations and legal procedures that affect the program.

Considerable knowledge of the philosophy and principles of welfare programs.

Considerable knowledge of the role and functions of judicial, legal, administration, and other child support agencies in other jurisdictions.

Working knowledge of the resources available to assist in locating absent parents of children supported by the State.

Working knowledge of data processing capabilities, systems, and requirements.

Ability to understand, interpret and explain department rules, regulations, policies and procedures.

Ability to present complex concepts in a concise and comprehensive manner both orally and in writing.

Ability to effectively assist in the development of procedures required for the implementation of departmental programs.

Ability to work independently, take initiative, and follow through on required tasks,

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Bachelor's degree or higher in legal fields, human services field, or public or business administration AND two (2) years or more of experience in human services, paralegal work, or business administration.

OR

Associates degree in legal fields, human services fields or public or business administration AND four (4) years or more of experience in human services, paralegal work, or business administration.

OR

Five (5) years or more of experience in human services, paralegal work, or business administration.

Special Requirements

All incumbents must successfully complete the OCS training curriculum within six months of hire, which includes passing the written Case Presenter's Exam. 

Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
