Class Definition

Administers the State Print, Postal, State Surplus Property, and Federal Surplus Property programs for the Department of Buildings and General Services.  Duties involve the overall administration of the four programs including acquisition of equipment, service agreements, vendor relations, rate setting, as well as supervision of technical and clerical employees. Work is performed under the direction of the Executive Manager, Government Business Services.

Examples of Work

Develops, implements, supervises, and evaluates the operations of the State's Print, Postal, State Surplus Property, and Federal Surplus Property programs.  

Oversees all operational, administrative, and service functions relating to the State's Print, Postal, State Surplus Property, and Federal Surplus Property program operations. Plans, analyzes and evaluates program objectives and policies and makes recommendations for change. Reviews, modifies and implements policies and procedures for program operations.

Provide direct and indirect supervision to ensure the smooth day-to-day operation. Oversees supervisors and lead workers engaged in implementation of weekly work plans. Coordinates the training and supervision of workers. Recommends personnel actions for subordinate employees, including decisions related to hiring, merit increases, disciplinary action, or performance appraisal. Provides ongoing assessment of class series descriptions and organizational structures and ensures job duties are accurately reflected. Ensures accurate work records for payroll purposes and maintains records of billing made to other agencies.  

Organizes and oversees customer service, programs’ sales, marketing, and customer education of all four programs. Addresses customer issues and complaints and determine appropriate mediation. Ensure proper management of relationships with vendors who support the equipment of the print and postal programs. Establish new relationships with State agencies/departments customers. Evaluates materials to improve or expand services and programs operations.

Reviews and presents accurate reports to the Executive Manager, the CFO, and the Commissioner and/or Deputy Commissioner. Analyze reports for accuracy and trends that influence program decisions/direction. Manages administrative projects (Annual Reports, Pricing Review, Asset Management, etc.). Cooperates with state and federal officials to meet regulations governing agency programs. Tracks movement of rule drafts through legislative rulemaking process to ensure compliance with rulemaking requirements.

May be assigned to assist in other units as needed. Performs related duties as required.

Environmental Factors

Work is performed in a production environment with high noise levels and under the pressure of multiple/competing deadlines.  Must be able to function under stress to ensure timely and accurate delivery of service and time sensitive documents.

Knowledge, Skills and Abilities

Considerable knowledge of the operation and operational maintenance of specialized digital imaging and finishing equipment.

Considerable knowledge of the fundamental practices and skills involved in being a supervisor. 

Considerable knowledge of word processing and spreadsheet creation.

Considerable knowledge of arithmetic and ability to perform arithmetic calculations.

Ability to analyze and interpret extensive amounts of data and subsequently prepare tracking/statistical reports.

Ability to analyze procedures and systems to identify problem areas and to propose effective remedies.

Demonstrated ability to communicate, speak, and write effectively.

Ability to work under pressure and meet deadlines

Ability to plan, organize and direct the work of subordinates.

Ability to establish and maintain effective working relationships with associates and customers.

Ability to work with minimum supervision.

Ability to read and understand technical manuals and instructions concerning machine operation and operator maintenance. 

Basic general interest and understanding of print and postal operations is desirable in order to understand the equipment and needs of customers and vendors.

Minimum Qualifications

Associate's degree or two years of college level education in public or business administration, accounting, or related field AND five (5) years of experience involving policy formulation and implementation, program operations, or fiscal management responsibilities INCLUDING three (3) years or more of supervisory experience.

OR

High school diploma or equivalent and seven (7) years of experience involving policy formulation and implementation, program operations, or fiscal management responsibilities INCLUDING four (4) years or more of supervisory experience.

Preferred Qualifications
Special Requirements

Incumbent is required to successfully complete Supervisory Development Training and continuing education in supervisory training.
