Class Definition | Planning, training, and administrative work at a professional level which would involve a comprehensive training program to improve knowledge, skills and effectiveness of investigators. May serve as administrative and supervisory backup for the Chief Investigator relating to all aspects of the investigative process, including assisting the Chief Investigator with the hiring and evaluation of investigators. May also conduct investigative work of a civil nature that would involve complaints against a licensed professional which could include: incompetence, negligence, unprofessional conduct, substance abuse or unlicensed practice. May conduct criminal investigations and assist other law enforcement officials in performing criminal investigations. Duties are performed under the supervision of the Licensing Board Chief Investigator and with the participation of members of relevant boards. These duties are performed statewide and require continual public contact. |
Examples of Work | Assists the Chief Investigator with the supervision of investigators which would include hiring of new investigators conducting staff evaluations and maintaining employee files. Verifies information, obtains records, assists in the review of all investigative reports, prepares inspection reports and ensures that the investigations are conducted on a timely basis. Acts as a liaison between the Attorney General’s Office, the case managers and the investigators to ensure that complaints are addressed in a timely manner. May conduct civil investigations of complaints of unprofessional conduct on the part of licensees. Prepares and conducts assessments of employee development needs through a variety of data gathering techniques, maintains training files and assures that each investigator meets the minimum annual training requirements. Develops training materials, maintains files and provides training to new licensing board field investigators. Performs related duties as required. |
Environmental Factors | This is a home-based position with expected periodic office attendance and interaction. Duties may require travel throughout the state for which private means of transportation is required. A fleet vehicle is issued dependent upon state policy mileage. The nature of the work may create situations with licensees with strong adversary opinions and/or highly reticent individuals may be encountered during investigations. |
Knowledge, Skills and Abilities | Considerable knowledge of investigative principles and techniques. Considerable knowledge of interviewing and interrogating techniques. Knowledge of the laws and regulations regarding both criminal and civil investigative work. Knowledge of the judicial principles and trial procedures. Awareness of administrative practices and procedures. Ability to prepare clear and concise, detailed and complex reports. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. Ability to gather evidence for successful enforcement action. Ability to testify at civil proceedings/Ability to plan, assign, supervise, and evaluate the work of subordinates. |
Minimum Qualifications | Bachelor's Degree and four (4) years experience in investigative work, law enforcement, paralegal, criminal justice or civil litigation work. OR Associates degree and six (6) years experience in investigative work, law enforcement, paralegal, criminal justice or civil litigation work. OR High School Diploma and eight (8) years experience in investigative work, law enforcement, paralegal, criminal justice or civil litigation work. |

Special Requirements | Current certification as a full-time law enforcement officer by the Vermont Criminal Justice Training Council. This position is Group "C" retirement with mandatory retirement at age 57. |
