Class Definition | Administrative, technical and supervisory work involving the operation of various units within the Office of Child Support. Supervision is exercised over technical and clerical employees. Duties are performed under the general supervision of a Child Support Services Deputy Director or designee, but with significant interaction with other divisions, departments, attorneys, the Human Services Board and the judicial system. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation. |
Examples of Work | Assists in the management and direction of a statewide program for establishing and enforcing child support obligations. Plans, organizes, and directs the operations of various units of the child support program. Assists with developing program objectives and policies for meeting objectives. Develops resources to meet program needs. Analyzes program effectiveness and adjusts program as necessary. Provides recommendations to the Child Support Services Deputy Director concerning the hiring, promotion, discipline, and discharge of staff. Directs training of staff concerning policies and procedures. Coordinates program activities with other agencies. Monitors administrative cases and statutory developments for potential impact. Directs the work of staff with respect to office policy, procedures or difficult cases that pose potential policy challenges. Interprets and implements relevant federal, state and departmental regulations and statutes. Performs technical analysis and programming troubleshooting of system problems to resolve systems problems and refers unresolved problems to a systems programmer. Deals with attorneys and the general public in explaining child support laws, regulations, and procedures. Performs related duties as required. |
Environmental Factors | Duties are performed primarily in a standard office setting but may involve occasional visits to district offices statewide. |
Knowledge, Skills and Abilities | Considerable knowledge of administrative principles and practices including supervisory techniques. Considerable knowledge of child support principles, concepts, and case management practices. Considerable knowledge of the philosophy and principles of welfare programs. Considerable knowledge of the laws, regulations and legal procedures that affect the program. Considerable knowledge of the role and functions of judicial, legal, administration, and other child support agencies in other jurisdictions. Working knowledge of data processing capabilities, systems, and requirements. Ability to plan, organize, coordinate, and direct a staff of professional, technical, and clerical employees. Ability to present complex concepts in a concise and comprehensive manner both orally and in writing. Ability to establish and maintain effective working relationships. Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation. |
Minimum Qualifications | Bachelor's degree or higher AND three (3) years or more of experience at a professional level in human services or business administration, INCLUDING one (1) year at a supervisory, administrative or consultative level. OR Associates degree OR two (2) years or more of full-time college coursework AND five (5) years or more of experience at a professional level in human services or business administration, INCLUDING one (1) year at a supervisory, administrative or consultative level. OR High school diploma or equivalent AND seven (7) years or more of experience at a professional level in human services or business administration, INCLUDING one (1) year at a supervisory, administrative or consultative level. |
