Complex work for the Department of Financial Regulation involving the direct oversight of the producer licensing functions for the insurance division. Oversight is exercised over professional technical employees. Exercise authority in establishing objectives, standards and control measures for licensure. Duties are performed with significant independence under the general direction of the Director of Insurance Regulation. 

Examples of Work

State administrator of insurance producer licensing, responsible for all aspects of the complex licensing and database system that licenses resident and non-resident insurance producers and adjusters and processes company appointments.  Complex work involving oversight of the licensing system. Works with necessary state agencies and other stakeholders to maintain the software on which the system runs, creating and modifying embedded business rules as the statutory requirements for licensure for each of the different types of licensing requests submitted to the Division, and modifying the system’s rules to reflect new statutory requirements; managing the workflow of the unit to address licensing demand, including renewals, answering questions about the licensing, renewal and appointment process from individual applicants and insurance companies; monitoring the system's information security management to ensure the protection of applicant social security numbers and other personal identifying information; and identifying applicants whose background fails to meet the standards of integrity and competence requirements of Vermont law, referring problematic applications to the Director of Market Regulation for further action.  Works closely with the General Counsel’s Office to gather information and documentation as needed to support any administrative action taken against a licensee, and also works closely with other state insurance departments that request information about licensees who have had action taken against them by Vermont. 

Tracks and records monthly receipts for licenses and appointments, as well as fiscal year totals and comparisons with previous fiscal years on a monthly basis, and documents and verifies that all receipts collected by the producer licensing unit were correct.  In managing and reconciling the unit’s accounts, works closely with the Office of the State Treasurer. 
Complex work involving assisting with the Department’s annual budget planning and providing the Deputy Commissioner and the Business Office with accurate, up-to-date revenue forecasts. 

Complex strategic planning for licensing technology, which involves working closely with other state regulators and staff of the National Insurance Producer Registry (NIPR) to identify technological enhancements that will improve the producer licensing system and help move it into the future. 

Trains and supervises program technicians, including interviewing and making hiring recommendations for new program technicians in the producer licensing unit.  Trains and supervises their daily activities and prepares annual performance reviews for signature by the Director of Insurance Regulation.   

Oversight of “for cause” agent terminations and is responsible for following up with insurers when they terminate producer “for cause” by requesting all information necessary to demine if the Department needs to take administrative action (e.g.., license suspension or revocation) against the licensee.  Once all documentation relating to the termination is received from the insurer, responsible for reporting that information to the Director of Insurance Regulation along with a recommendation for whether administrative action should be taken by the Department. 

Environmental Factors

Duties are performed in a standard office setting in Vermont. Occasional out of state travel and work outside normal hours may be required. Private means of transportation must be available for travel. There is significant interaction with the personnel of insurance companies and with individuals applying for licensure, sometimes in adversarial situations.

Considerable knowledge insurance laws, and the rules and regulations that apply to licensure

Ability to understand and apply statutes and regulations governing licensing administration processes and policies.

Minimum Qualifications

Bachelor's degree or higher AND four (4) years or more experience performing administrative-level duties for a project, program, operation, business or organization. Administrative duties are those beyond general clerical or secretarial, such as interpretation of laws, rules and regulations; data collection and analysis; managing support services; and implementing program policies and procedures. 

OR 

Associate's degree or higher AND six (6) years or more experience performing administrative-level duties for a project, program, operation, business or organization. Administrative duties are those beyond general clerical or secretarial, such as interpretation of laws, rules and regulations; data collection and analysis; managing support services; and implementing program policies and procedures. 

OR 

High School diploma or equivalent AND eight (8) years or more experience performing administrative-level duties for a project, program, operation, business or organization. Administrative duties are those beyond general clerical or secretarial, such as interpretation of laws, rules and regulations; data collection and analysis; managing support services; and implementing program policies and procedures.
