Class Definition

Difficult field auditing, supervisory, and staff assistance work involving examinations of financial institutions, including banks, bank holding companies, bank subsidiaries, savings and loan associations, credit unions, licensed lenders, development credit corporations, and other institutions regulated by the Department of Banking, Insurance and Securities and Health Care Administration. Position reports to a Division Director.

Examples of Work

Assists in directing, planning, coordinating, and reviewing financial institutions examinations, with an emphasis on safety and soundness.

Supervises or personally performs more difficult and complex examination assignments. Handles special investigations, merger, acquisitions and branch applications. Assists in developing examination procedures and staff training. Prepares technical data and reports. In absence of Director, confers with institution officials regarding examination results. Performs related work as required.

Environmental Factors

Work is performed at field examination sites located throughout the state, for which private means of transportation must be available. Some out-of-state travel to training sessions, seminars or remote examination sites may be required. Interaction with financial institution lawyers, executives and financial experts may be anticipated. The nature of the work may require occasional work outside of normal work hours, and potentially may require overnight stays.

Knowledge, Skills and Abilities

Considerable knowledge of accounting theory and practice.

Considerable knowledge of financial institution examination procedures.

Considerable knowledge of financial management and organization principles and practices.

Considerable knowledge of lending and investment principles.

Considerable knowledge of and ability to utilize financial examination software programs.

Working knowledge of the application of computers in the financial services industry.

Ability to evaluate assets held by financial institutions.

Ability to train and supervise subordinate staff.

Ability to prepare comprehensive reports of findings and recommendations for action.

Ability to communicate effectively orally and in writing.

Ability to establish and maintain effective working relationships.

Minimum Qualifications

Education: Bachelor's degree in business, public administration, accounting, finance or a closely related field.

Experience: Five years professional level experience in accounting, auditing, finance, money and banking or credit management including two years as financial examiner.

OR

Education: Associate's degree in business, public administration, accounting, finance, or closely related field.

Experience: Seven years of professional level experience as defined above.

Note: Preference will be given to candidates with an Examiner-in-Charge (EIC) designation as certified by the Conference of State Bank Supervisors (CSBS).
