Class Definition

Senior examining work of a highly technical and specialized nature involving audits of computerized accounting, financial, and management information systems of financial institutions. Duties involve the supervision of staff members as assigned. Work is performed under the general supervision of a Division Director.

Examples of Work

Reviews, tests and evaluates general and application controls in automated data processing systems to determine whether such controls are operating effectively to provide reliable, accurate and complete financial data. Assists in directing, planning, coordinating, and developing approaches to examinations. Performs or insures the performance of necessary applications, and assists Department management in interpreting and evaluating their results. Identifies institution operations where improvements in financial and related data processing systems should be made. Makes oral and written reports to directors of financial institutions and Department management. Supervises and trains audit staff in the planning and use of computer-assisted examination techniques. Establishes and maintains cooperative working relationships with examination staff and personnel of supervised organizations to obtain information and access to data files, and to gain acceptance of new methods, work procedures and organizational relationships involving substantial changes in long established procedures. Keeps abreast of technological developments in the data processing field and related areas through continuing research and study. Required to act as the examiner in charge of data processing and safety and soundness examinations of financial institutions, and in the absence of the Director, confers with institution officials regarding examination results. Performs related duties as required.

Environmental Factors

Work is performed at field examination sites. Out-of-state travel to training sessions, seminars or remote examination sites may be required. Interaction with financial institution lawyers, executives and financial experts may be anticipated. The nature of the work may require occasional work outside of normal work hours. There is frequent interaction with senior management of the Department.

Knowledge, Skills and Abilities

Considerable knowledge of financial examination policies and practices.

Considerable knowledge of accounting theory and practices.

Considerable knowledge of accounting principles and computer auditing practices and procedures and their application to financial institutions management and operations.

Considerable knowledge of electronic data processing terminology, principles, theories, techniques and practices as they relate to financial examinations.

Considerable knowledge of the capabilities and characteristics of systems analysis and computer programming procedures and controls, security measures, privacy issues and transactions audit trails.

Ability to understand detailed systems flow charts and to analyze and evaluate control implications.

Ability to effectively communicate technical information for inclusion in audit reports and audit management reports.

Ability to establish effective working relationships with personnel involved in data processing operations as well as with financial accounting and auditing personnel.

Ability to prepare comprehensive reports, findings, and recommendations for action.

Minimum Qualifications

Education: Bachelor's degree in business, public administration, accounting, finance or closely related field.

Experience: Five years of professional accounting or auditing experience, including at least two with automated data processing systems.

OR

Education: Associate's degree in business, public administration, accounting, finance, or closely related field.

Experience: Seven years of professional level experience as defined above.

Note: Examiner-In-Charge (ETC) designation as certified by the Conference of State Bank Supervisors (CSBS) preferred.

Note: Formal course work in computer science and CFE preferred.
