Class Definition | Planning, policy development and analysis work at a professional level for the Department of Vermont Health Access involving assessment of health care alternatives and their impact on the Medicaid program. Duties include coordination with all State departments administering programs funded by Medicaid. Supervision is exercised over a small professional staff. Work is performed under the general direction of the Medicaid Director. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation. |
Examples of Work | Coordinates and oversees policy development for the implementation and expansion of programs providing health care benefits to uninsured, low-income families and for the incorporation of current Medicaid recipients into managed care programs. Develops and interprets policies on included benefits and on eligibility standards and determinations. Develops, revises, and oversees the Medicaid State Plan. Ensures the integration of Medicaid policies and programs administered by other departments into a consistent and unified Medicaid policy. Provides the Commissioner with analyses and recommendations on the impact of current and proposed legislation on Medicaid programs, on methods for implementing legislative mandates, and on trends and developments in the health care field. Represents the Commissioner on regional, state and local task forces involved in the development of innovative proposals for managing health and long term care programs and services. Provides liaison and coordination with the Health Care Finance Administration on Medicaid issues. Oversees long and short range planning functions for the Office of Health Access, ensuring the input of all interested parties. Performs related duties as required. |
Environmental Factors | Duties are performed primarily in a standard office setting, but with some travel, for which private means of transportation must be available. Strongly divergent opinions may be encountered in meetings with interest groups and the general public. Significant pressure from deadlines may be anticipated. |
Knowledge, Skills and Abilities | Considerable knowledge of the principles and practices of program planning and evaluation. Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation. |
Minimum Qualifications | Bachelor's degree AND five (5) years or more at a professional level in program and policy development, evaluation, and analysis. OR Master's degree in a health care field or in public administration AND three (3) years or more at a professional level in program and policy development, evaluation, and analysis. |
