Class Definition | Coordinating and supervising of the day-to-day and strategic activities of the Vermont Crime Information Center (VCIC) at the Department of Public Safety. Specific programs include the National Crime Information Center (NCIC), National Incident Based Reporting System (NIBRS), Computerized Criminal History (CCH) state database, the Vermont Sex Offender Registry, and criminal history record check program. Supervision is exercised over supervisory, professional, and technical staff. Work is performed under the general direction of the Department of Public Safety Commissioner's Office and extensive interaction with a variety of law enforcement, community, and other government officials is involved. |
Examples of Work | Responsible for planning, organizing, and assignment of related strategic and day-to-day operations for all programs within the Center. Directly manages assigned staff including all human resource requirements, including (but not limited to) performance review, individual work review, and technical development. Oversees strategic and day-to-day activities relating to the Vermont Sex Offender Registry including statutory analysis and offender appeals. Provides strategic guidance for NCIC, NIBRS, and state CCH systems including policy, security standards, and exception processing. Evaluates and determines appropriate response to all citizen appeals of data contained within state criminal history systems. This includes close coordination with other state agencies and authorizing any substantive change to individual records. Serves as the federally appointed CJIS Systems Office (CSO) for Vermont and represents Vermont on national use of information boards (such as the FBI Advisory Policy Board). Responsible for budgetary oversight of all VCIC programs including projections, monitoring, and contract management. Performs related duties as required. |
Environmental Factors | Work is usually performed in a normal office setting. Incumbents must be able to concentrate on details and perform accurate work in the face of frequent interruptions. Human relations skills will be needed to deal with staff, criminal justice agencies and the general public. Pressure from work deadline is predictable as well as inherent liability issues due to the sensitivity and legal guidelines for the data. Moderate work related travel will be required. |

Minimum Qualifications | Bachelor's degree in public administration, criminal justice, criminology, computer science or a related field AND four (4) years at a professional level involving program administration, including the development, supervision or operation of automated systems or statistical analysis and reporting. OR Graduate degree in public administration, criminal justice, criminology, computer science or a related field AND two (3) years at a professional level involving program administration, including the development, supervision or operation of automated systems or statistical analysis and reporting. |
