Class Definition | Research, data-gathering, advisory and analytical work at a professional level in the area of tax policy formulation for the Vermont Department of Taxes. Duties involve internal research on a variety of taxes and work with data bases, spreadsheets, economic and statistical analysis. Work is performed under the direction of a Tax Economist. |
Examples of Work | Identifies and analyzes the fiscal consequences and taxpayer impact of existing tax policies and new policies under consideration. Plans and conducts complex data gathering research and evaluation projects and develops research strategies and methods. Provides statistical consulting in support of property valuation and implementation of the statewide property tax system. Collects and analyzes data sets using complex statistical techniques to meet project needs. Develops and maintains a data base of Vermont and federal tax data and statistics. Prepares revenue and cost estimates for proposed new tax or rebate programs. Interprets analytical results for Department personnel and prepares reports and documents associated with assigned projects. Writes reports on project methodology and findings. Performs related duties as required. |
Environmental Factors | Duties are generally performed in a standard office setting. Interaction is required with state and local officials as well as the general public. Occasional work outside of normal work schedule may be necessary. |
Knowledge, Skills and Abilities | Considerable skills in quantitative analysis. Ability to organize and interpret large amounts of data. Considerable skill navigating database environments. Considerable knowledge of data analytics techniques and procedures, including a working familiarity with Microsoft PowerQuery and Microsoft Power BI. Considerable knowledge of Microsoft Office. Considerable knowledge of basic research methods and principles. Ability to develop and maintain statistical models for a variety of tax analyses. Ability to provide insight into the fiscal impact of policy proposals. Ability to develop a knowledge base of Vermont's tax law, as well as federal tax law. Working knowledge of computers and their peripheral equipment. Ability to communicate effectively, both orally and in writing. Ability to work collaboratively and establish and maintain effective working relationships. Ability to prepare reports of considerable complexity. |
Minimum Qualifications | Master's degree in statistics, data analytics, public administration, economics, or a related field. OR Bachelor's degree or higher in statistics, data analytics, research, economics, public administration, or a related field AND two (2) years’ experience in quantitative research, statistics, data analytics, or program evaluation. OR Four (4) years’ experience in statistics, data analytics, economics, public policy or administration, research or program evaluation. |
