Class Definition

Technical, advisory and training work for the Property Valuation & Review Division of the Department of Taxes involving the provision of assistance to municipal listers and assessors in the appraisal of real and personal property in an assigned geographic area. Duties include assistance with reappraisal, grand list preparation, use of the Computer Assisted Mass Appraisal (CAMA) system, compliance with State requirements and programs, appraisal of special properties and appeals. Work is performed under general supervision of the Property Valuation District Advisor Supervisor.

Examples of Work

Trains, advises and assists listers in conducting reappraisals, particularly in relation to the computer-assisted property tax administration program. Conducts representative sample evaluation and recommends Equalized Education Grand List (EEGL) values for each municipality within a designated area of the State. Supports recommended EEGL values on appeal to Valuation Appeals Board. Assists listers on special appraisal problems and in utilizing orthophoto images. Informs, and assists municipalities in the implementation of legislative changes relative to their duties. Offers classroom instruction on general appraisal practices and a uniform appraisal system. Annually appraises all land in district owned by the Agency of Natural Resources. Develops any required adjustment factors for use in connection with the State Appraisal System. Advises municipalities in the analysis of market sales and developments of land schedules and cost multipliers. Analyzes, evaluates and reports on the local appraisal practices and grand list books. Reviews listers' fair market values for Current Use Program. Attends meetings with municipal officials and taxpayers to discuss property valuation matters. Appraises railroads for State tax purposes. Searches land records for parcel size, location and ownership. Performs related work as required.

Environmental Factors

Duties are performed in the individual municipalities in the district to which assigned. An incumbent will be required to speak at public meetings which may be scheduled in the evenings with municipal and city managers, selectmen, listers and school board members present. Extensive travel is involved for which private means of transportation must be available. An incumbent is expected to deal constructively with irate taxpayers and public officials. The Advisor will be required to dedicate a portion of his or her residence to field office work.

Knowledge, Skills and Abilities

Considerable knowledge of the principles and theories of real estate appraisal.

Thorough understanding of fair market value, the effects on fair market value, how to estimate fair market value and fair market value in mass appraisal application.

Working knowledge of significant factors in establishing the value of real and personal property.

Working knowledge of the Vermont statutes applicable to listing, exemption, and appeal procedures involved in property taxation.

Working knowledge of computerized systems for use in analysis of property data as a major step in establishing valuation levels.

Ability to work effectively with municipal officials and the public, as well as fellow workers.

Ability to prepare appraisal and other reports clearly and concisely.

Knowledge, understanding and ability to instruct and monitor all steps of a town appraisal

Ability to communicate effectively.

Minimum Qualifications

Bachelor's degree or higher AND three (3) years or more of experience at or above a technical level in property assessment, property tax administration or real estate appraisal.

OR

High School diploma or equivalent AND five (5) years or more of experience at or above a technical level in property assessment, property tax administration or real estate appraisal.


Special Requirement: Employees who have not completed an advanced appraisal course approved by the Property Valuation and Review Division are required to complete it within two years of appointment.

An incumbent must be prepared to live within his/her assigned district.
