Class Definition | This is the first level of professional inter-disciplinary planning work, developing, coordinating and implementing planning activities for the Agency of Transportation in conjunction with Vermont's regional planning commissions, cities and towns. Incumbent works with some independence but receives direction from an administrative supervisor. |
Examples of Work | Oversees internal and external Transportation System Studies and Plans. Conducts planning research. Gathers, analyzes and interprets planning data. Drafts requests for proposals, coordinates internal agency reviews and works closely with Federal, state, regional and local planning agencies to achieve mutually acceptable plans. Conducts public information meetings to support planning and project development activities. Represents the agency at various meetings and hearings. Prepares and distributes final planning documents. Prepares planning manuals and educational brochures. Consults with and advises government agencies, planning groups and members of the public on long range planning, systems planning and corridor planning issues. Serves as a liaison to regional planning commissions (RPCs), provides direct administrative oversight of all aspects of the RPC grant agreements, coordinates all aspects of the RPC/Agency relationship, and represents the agency in meetings with the RPC transportation advisory committees and on ad-hoc advisory or steering committees often established to guide specific planning or project development activities. Coordinates contractual relationships with consultants conducting policy and planning work for the agency. |
Environmental Factors | Normal office working conditions general apply. Incumbents must be prepared to attend public meetings which may occur outside normal working hours. Private means of transportation is required for a significant amount of travel to field sites. Interaction with a variety of persons may generate strong differences of opinion. |
Knowledge, Skills and Abilities | Considerable knowledge of the principles and practices in one or more of the following areas: transportation planning, environmental planning and analysis, land use and community planning and/or transportation engineering. Considerable knowledge of common planning tools and methods including the application of spreadsheets to analyze transportation, socioeconomic, environmental and land use data; Geographic Information Systems (GIS) applications; and/or application of transportation demand models. |
Minimum Qualifications | Bachelor's degree or higher in planning, engineering, economics, natural resources, transportation land use, or public administration . |
