Class Definition | Administrative, consultative, and analytical work at a senior professional level applying and administering the job evaluation system in the Department of Human Resources. Duties involve the review of positions in state service for proper assignment to class and pay grade. Incumbents in this class are considered subject matter experts in one or more focus area. Incumbents serve as consultants to departments and agencies. Incumbents will be expected to take a lead role on major projects. Incumbents will assist with training and mentoring new staff. Work is performed under the direction of a Human Resources Director. |
Examples of Work | Serves as the State's expert in the field of job evaluation and classification. Reviews assigned classification requests by analyzing the request, interviewing position incumbents and supervisors and applying the point factor system currently in use. Determines appropriate FLSA, EEO4, managerial designations, applicable Collective Bargaining Unit Agreement provisions, and similar job coding in conjunction with the job evaluation. Defends decisions and participates in the grievance process, defending actions at all levels of that process. May testify before the Vermont Labor Relations Board. Provides consultation to other entities of Vermont State Government on all issues related to the job classification process. May train or mentor lower level analysts, committee members or others in the use of the current point factor system. May serve as the position management liaison or data/system liaison. Will perform compliance reviews and quality control analysis for classification and position data. May develop and administer process improvements and system enhancements. May develop and provide training on topics such as FLSA coding, EEO4 coding, Standard Occupational Series, and how to write job specs. Serves as liaison and support to one or more decentralized classification committees, advising department or agency reviewers and serving as a point of quality control. Performs or oversees a variety of tasks related to Classification, such as updates to various reports and policies. Performs related duties as required. |
Environmental Factors | Duties are normally performed in a standard office setting. Some travel will be necessary for which private means of transportation must be available. Some work outside of normal work schedule may be required. Strong differences of opinion will be encountered on a regular basis. |
Knowledge, Skills and Abilities | Considerable knowledge of the principles and methods of job evaluation and position classification. Considerable knowledge of Vermont State Government. Considerable knowledge of federal and state labor laws, rules, and regulations pertaining to job classification, such as FLSA, EEO4, and Standard Occupational Categories. Knowledge of quality control and compliance monitoring best practices. Knowledge of human resources information systems such as PeopleSoft HCM, data management, and reporting tools. Working knowledge of merit system philosophy and principles.
Skill in conducting interviews to elicit information. Ability to manage workload independently. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. |
Minimum Qualifications | Four (4) years or more of professional human resource experience INCLUDING interpreting and applying salary administration, employee relations, regulatory compliance, state and federal laws relating to employment practices and issues, or other personnel policies, criteria, and standards. |
Preferred Qualifications | Experience in job evaluation, quality assurance, or data analysis. |
