Class Definition

Administrative, technical, advisory and coordinating work for a District Environmental Commission of the state Land Use Review Board (LURB) involving the granting and administering of land use permits under Act 250. Work is performed under the general supervision of the Land Use Review Board Executive Director.

Examples of Work

Determines whether permits are required under Act 250 and issues jurisdictional opinions regarding Act 250 jurisdiction. Reviews permit applications for completeness and correct fees. Conducts pre-hearing conferences to identify parties and issues. Coordinates and assists in the conduct of Commission hearings and advises Commission members on legal and substantive issues in the cases. Drafts findings of fact, conclusions of law, and land use permits for Commission signatures. Issues Administrative Permit Amendments without District Commission review. Responds to potentials permit violations in collaboration with Land Use Review Board Enforcement Officer. Provides liaison and informational service for the general public. Participates in the periodic review of policies and procedures and responds to requests for recommendations for changes. Performs related work as required.

Environmental Factors

Duties are largely performed in a standard office environment. Site visits occur in all types of weather and may involve traversing geographies that include a range from cityscapes to isolated rural locations; and, terrain ranging from rough landscapes to municipal infrastructure. Travel and attendance at hearings may require that private means of transportation be available. Excellent human relations and negotiating skills are needed to deal with applicants who may express wide ranging emotions. Significant evening and overtime work may be required.

Knowledge, Skills and Abilities

Considerable knowledge of the principles and practices of public administration.

Considerable knowledge of natural resource, conservation and public infrastructure issues.

Working knowledge of the basic purposes and procedures of environmental conservation.

Working knowledge of environmental laws, rules, regulations, and permit requirements and procedures.

Working knowledge of the purposes and principals of public land use planning.

Knowledge of the general purpose and intent of Act 250.

Excellent communications and writing skills.

Awareness of supervisory principles and practices.

Ability to read and understand technical reports and engineering plans.

Ability to analyze and prepare comprehensive reports regarding land use and environmental issues with little supervision.

Ability to research, understand and assess the environmental impacts of proposed development.

Ability to make decisions.

Ability to communicate effectively orally and in writing.

Ability to establish and maintain effective working relationships.

Ability to perform keyboarding, creation, editing and management of electronic files in multiple program formats.

Minimum Qualifications

Bachelor's degree or higher in public administration, natural resources or related field and three (3) year's work experience involving land use planning, environmental conservation, as a para-legal, or in permit administration and enforcement.

OR

Two (2) years of graduate coursework in public administration, law, natural resources or a related field and one (1) year of work experience, involving land use planning, environmental conservation, as a para-legal, or in permit administration and enforcement.
