Class Definition | This is the third level of five in the Records and Information Management (RIM) Specialist series. Incumbents perform advanced RIM functions under the statewide RIM program (3 V.S.A. § 117) or an agency/department RIM program (1 V.S.A. § 317a and/or 3 V.S.A. § 218) and oversee specific RIM and RIM-related projects and initiatives. Work is performed under the general supervision of a senior team member or supervisor and class incumbents may supervise two or more subordinates. |
Examples of Work | In accordance with policies and standards established by the Vermont State Archives and Records Administration, oversees projects related to record scheduling and specific functional operations of the statewide RIM program or an agency/department RIM program as assigned. Duties may include reviewing draft new record schedules or recommending updates to existing ones; identifying, classifying and analyzing recordkeeping requirements to develop new record schedules or update existing ones; and/or processing requests for public records in accordance with the Vermont Public Records Act. Collaborates with attorneys, technologists, business managers, and functions-based personnel, as well as colleagues and superiors to formulate RIM policies; develop and implement systems and services to strategically fulfill mission-critical informational needs; and manage the processing of requests for public records. Responds to and resolves more difficult and complex situations and problems and assists with identifying, recommending and planning for current and future RIM programming and service needs. Understands and can explain RIM program requirements to diverse audiences. Provides full consultative and outreach services to public employees, including guidance on record schedules, laws and regulations, policies and guidelines, and professional standards and best practices. Independently determines when compliance concerns need to be referred for further action. Work is assigned in general terms to achieve program goals and objectives. |
Environmental Factors | Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. |
Knowledge, Skills and Abilities | Advanced knowledge of Generally Accepted Recordkeeping Principles (the “Principles”) and industry standards and best practices. Advanced knowledge of records and information creation and use. Advanced knowledge of records storage, retrieval, conversion, and facilities. Advanced knowledge of records appraisal, retention, protection, and disposition. Advanced knowledge of information technology, including data management. Advanced knowledge of government structure, functions and activities as defined by law. Advanced knowledge of the Vermont Public Records Act. Skill in communicating with others, both verbally and in writing. Ability to create tools and resources to support RIM program development and sustainability. Ability to assign, monitor, approve, and evaluate the work of subordinate RIM Specialists. Ability to create and update training curricula and conduct workshops and training for public employees. Ability to deliver presentations to state and municipal entities and to professional organization associations and societies. Ability to plan, lead and coordinate special projects. |
Minimum Qualifications | Master's degree or higher in archives, library, or information science or in the broader information management field AND two (2) years or more of professional RIM work at the RIM Specialist II level or equivalent. |
