Class Definition | Management of data and information technology program activities at a professional level for the Green Mountain Care Board involving the development and maintenance of health data for the Board and other state agencies. Work involves determining short and long-term plans for the integration and implementation of new systems to support the online visualization of existing health care data resources. Work involves development of protocols and procedures that ensure the department uses information management efficiently and within government guidelines. Supervision may be exercised over technical and clerical staff. Work is performed under the general direction of the Health Services Researcher with significant interaction with management level staff of other state agencies. |
Examples of Work | Ensures that data collection and management activities comply with strategic direction of department. Develops strategic and operational plans for data management and visualization. Establishes and promotes the department's information management policies. Provides leadership and facilitates data management within the organization.
Develop plans for the integration and maintenance of major systems database management software, and other necessary applications. Develops a centralized data collection which reconciles health care data from multiple sources. Identifies problems and directs corrective measures. Provides coordination with other sections, divisions within the Agency, other state agencies and Federal and local governments as appropriate. Creates interface for custom, publicly available data extracts. Collects and analyzes existing data related to health care utilization, costs, and trends. Provide accurate reports available in fixed intervals and by request. Performs research, modeling, analysis, and complete projects with internal and external collaborators. Develops infrastructure to securely transmit data electronically. Communicates results in interactive formats suited for a variety of audiences (e.g. policy makers, consumers, legislators). Assists in, contributes to, and/or directs in person, phone, and web-based meetings to expand visualization abilities within and across Departments. Serves as the point person for GMCB data dissemination, such as establishing the infrastructure to produce up-to-date, transparent, interactive results. Contributes to the design of new processes, metrics, and policies. Designs procedures to ensure the quality of data, particularly as delivered in the Vermont Health Care Uniform Reporting and Evaluation System (VHCURES) Perform related duties as required. |
Environmental Factors | Duties are typically performed in a standard office setting. Some travel may be required for which private means of transportation should be available. |
Knowledge, Skills and Abilities | Thorough knowledge of systems analysis, system design, database and client service architecture.
Ability to compile, val.id ate, and analyze complex data sets using the different types of the state's data collection systems.
Ability to evaluate program situations in terms of information processing applications and enhancements, and cost effectiveness issues.
Ability to translate user requirements into a successful information processing application.
Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. |
Minimum Qualifications | Masters' degree AND two (2) years of recent data administration, business analysis, statistics, or design work at a professional level. OR Bachelor's degree AND four (4) years of recent data administration, business analysis, statistics, or design work at a professional level. OR Associate degree AND six (6) years of recent data administration, business analysis, statistics, or design work at a professional level. |
