Planning, training, and administrative work at a professional level which would involve a comprehensive training program to improve the knowledge, skills, and effectiveness of inspectors. Manages and oversees the Unit including all aspects of supervision and oversight of additional inspector(s) in the Unit and their work. The Chief Inspector manages the hiring and evaluation of inspector(s). Also conducts inspections to ensure regulatory compliance with state and federal laws and regulations at an advanced level for the Office of Professional Regulation. This requires specialized knowledge in the professional areas which include but are not limited to of pharmacy, funeral service, barbers & cosmetology, tattoo and body piercing, mixed martial arts, motor vehicle racing, and electrology. Provides technical knowledge to the Investigative Unit with the Chief Investigator and Deputy Chief Investigator and conducts investigative-related inspections for matters related to unprofessional conduct upon request. Creates and implements policy and procedures for the Unit and all inspection types. These duties are performed statewide and require continual public and licensee contact under the supervision of the Licensing Chief and relevant boards.

Examples of Work

Manages and oversees all aspects of the unit. Assigns inspections to inspector(s) for the upcoming inspection cycle. Conducts inspections to ensure applicants and licensees comply with applicable state and federal statutes, rules and regulations. Conducts investigations that arise from complaints to the enforcement unit due to discrepancies noted during inspections which result in potential discipline and impact public protection and compliance. Conducts follow-up, monitoring, and re-inspection of facilities subject to inspection and conditions on a license. 

Prepares inspection reports. Provides data regarding trends and concerns in the field to relevant boards which may impact policy decisions. May interact with the Attorney General’s office, case managers, and investigators. Interacts frequently with licensing boards, licensing staff, and OPR leadership as well as other state and federal agencies. Other responsibilities may include testifying in court.

Environmental Factors

This is a home-based position with expected periodic office attendance and interaction.  Duties require travel throughout the state for which private means of transportation is required. A fleet vehicle may be issued dependent upon state policy mileage. The nature of the work may create situations with licensees with strong adversary opinions and/or highly reticent individuals may be encountered during investigations.

Knowledge, Skills and Abilities

Considerable knowledge of investigative principles and techniques.
Considerable knowledge of interviewing techniques. 
Knowledge of state and federal laws and requirements. 
Ability to gather documentation regarding compliance. 
Ability to follow the practices and procedures for conducting inspections including auditing documents, reviewing site conditions, interviewing licensees, and collecting evidence.
Ability to conduct inspections with tact and understanding.
Ability to interpret complex laws and rules in addition to state law and OPR Board rules such as the Federal Drug Enforcement Administration requirements in the case of pharmacies; Vermont Department of Health infection control guidelines, and other resources pertinent to specific professions.
Awareness of administrative practices and procedures.
Ability to prepare clear, concise reports.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships.
Ability to train, supervise, and evaluate inspection staff.
Proficiency in a range of computer programs including Microsoft Office and multiple data systems including specialized inspection software.
 

Minimum Qualifications

Associates degree or higher AND three (3) years or more of experience in regulation of facility/business conditions affecting health, safety, sanitation, or laboratory integrity work.
OR
Associates degree or higher AND three (3) years or more at a technical level in investigatory, sworn law enforcement, para-legal, or criminal justice work.
OR
High school diploma or equivalent AND five (5) years or more of experience in regulation of facility/business conditions affecting health, safety, sanitation, or laboratory integrity work.
OR
High school diploma or equivalent AND five (5) years or more at a technical level in investigatory, sworn law enforcement, para-legal, or criminal justice work.

Preferred Qualifications

Experience with sterile, non-hazardous and hazardous compounding environments
