Class Definition

Administrative, supervisory, and technical work involving the operation of the Occupational Safety and Health Consultation Program for the Department of Labor. Duties include on-site consultative inspections of various workplace sites, research on occupational disease and injury causes and prevention, responder safety and health, grant writing and education/training for public and private sectors. Supervision is exercised over professional employees. Work is performed under the direction of the Workers Compensation & Safety Division Director.

Examples of Work

Supervises the section staff and provide technical guidance. Markets and promotes the consultation program to employers and trade associations. Coordinates with the VOSHA program manager to develop, schedule and deliver training to all VOSHA staff. Reviews written reports of consultation visits to determine proper content and documentation of worksite hazards. Conducts inspections of various workplace sites to identify, evaluate and eliminate or control occupational safety and health hazards. Reviews employer health medical records, processes, chemicals used and in place programs for controlling employee exposure to hazards. Interviews employers and employees regarding work environment and incidents as appropriate. Advises and consults with representatives of management regarding existing conditions and needed changes. Assists in planning and carrying out pertinent research in the engineering phases of industrial hygiene. Assist in emergency response and recovery operations pertaining to responder health. This may be in an incident command office setting structure, field work may also be required performing emergency response work. Develop and engage partnerships with Federal, State, Local and private sector assets when targeting reduction of occupational disease and injuries. Promote Total Worker Health (NIOSH). Research and conduct scientific studies on new emerging issues. Performs related duties as required. Review potential legislation as requested by the Dept. of Labor. Review and comment on occupational health and safety rules, OSHA guidance documents policy and procedures as requested by Federal OSHA. Give trainings and lectures for industry, State and Federal meetings on occupational disease and injury topics. Performs related duties as required.

Environmental Factors

Duties are performed both in a standard office setting and in the field at industrial and construction sites, for which private means of transportation must be available. Exposure to hazardous materials situations may occur. Incumbents may encounter strong opinions and adversarial situations.

Knowledge, Skills and Abilities

Considerable knowledge of modern industrial hygiene principles and concepts.

Considerable knowledge of equipment, techniques and procedures used to identify, control and eliminate occupational health hazards.

Working knowledge of the Occupational Safety and Health Act provisions.

Ability to investigate/inspect places of employment to determine compliance with VOSHA codes.

Ability to interpret VOSHA standards NIOSH documents and determine when violations have occurred.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships.

Ability to network with groups on like concerns for reduction of work related occupational disease and injuries.

Ability to work with region 1 OSHA consultation programs to stream line efforts in reduction of work related injuries and illnesses.

Ability to make scientifically sound recommendations quickly and efficiently.

Minimum Qualifications

Master's degree or higher in public health, industrial hygiene, engineering, chemistry, physics or a related physical science AND one (1) year or more of experience at a professional level as an Industrial Hygiene Engineer, Occupations Safety Consultant or a closely related environmental safety position.

OR

Bachelor's degree in public health, industrial hygiene, engineering, chemistry, physics or a related physical science AND three (3) years or more of experience at a professional level as an Industrial Hygiene Engineer, Occupations Safety Consultant or a closely related environmental safety position.
