Class Definition

Professional level accounting work in the maintenance, review and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. Serves as an expert in a specific fiscal program, or performs highly specialized fiscal analysis or auditing. May supervise other professional and technical accounting personnel and perform professional work in the maintenance of accounting and financial records, or perform functional supervision over multiple complex accounting functions. Analyzes financial reports, programs, costs, payments and/or accounting processes. May have independent responsibility for specific complex fiscal functions (such as: budget development, sub-recipient and internal audits, federal program fiscal administration). Duties are performed under the general supervision of an administrative supervisor or department head.

Examples of Work

Budget development for major programs, an office or moderate sized department, or assists with budget development in a larger department. May serve as the budget officer or analyst for a large and complex budget. Performs cost analysis. Prepares monthly financial reports. Responsible for department level internal control systems. Supervises posting, balancing and reconciling accounting records. Directs the input of financial data into computerized systems. Prepares financial statements, summaries and reports for review. Prepares agency or department accounting and financial records. Prepares payroll and personnel related documents. Maintains agency records and filing systems. Supervises the preparation and certification of agency payrolls. May supervise a staff of employees in the maintenance of accounting and financial records such as budgeting, payroll and auditing. Performs functional supervision over two or more complex accounting activities such as: compilation and analysis of complex data for federal reports, reconciliation of benefits accounts, processing payment for contractual services requiring utilization of cost distribution formulas, coordination systems for multiple offices or departments, analysis of accounting initiatives. May serve as the liaison with federal agencies, other state departments, or local community partners. Analyzes and distributes multi-program costs to appropriate funds. Tracks expenditures through electronic systems. Prepares journal vouchers for the transfer of funds. In the area of federal grants, may: develop and implement financial guidelines for state programs; provide guidance and assistance in the grant process; monitor grants, prepare and submit financial reports, sub-recipient monitoring. Performs related duties as assigned.

Minimum Qualifications

High School diploma or equivalent AND five (5) years or more of professional experience in accounting involving maintaining, reviewing, and analyzing accounting or financial data and records to ensure compliance with accepted accounting practices and standards.

OR

Associate's degree in accounting, business administration, office administration or a related field AND four (4) years of professional experience in accounting, maintaining, reviewing, analyzing and accounting or financial data and records to ensure compliance with accepted accounting practices and standards
OR

Bachelor's degree in accounting AND one (1) year of accounting experience maintaining, reviewing, analyzing and accounting or financial data and records to ensure compliance with accepted accounting practices and standards
OR
Two (2) year as a Financial Administrator II with the State of Vermont.


NOTE: CPA certificate is considered qualifying.

For some positions preference may be given to applicants with supervisory experience.
