Class Definition

Managerial responsibility and senior, professional accounting work in the maintenance, review and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. Responsibility for fiscal programs, or oversees performance of highly complex and specialized fiscal analysis or auditing. May be responsible for fiscal operations for a department, agency, or major programs, and will supervise professional and technical accounting personnel Responsible for analysis of financial reports, programs, costs, payments and/or accounting processes. May serve as an assistant director. Oversight of specific complex fiscal functions (budget development, sub-recipient audits, federal program fiscal administration). Duties are performed under the general supervision of an administrative supervisor.

Examples of Work

May manage all fiscal operations for major programs, a department, or an agency. Budget development for major programs, for a department or agency, or assists with budget development in agency. Responsible for preparation of monthly financial reports. Responsible for department or agency level internal control systems. Supervises posting, balancing and reconciling accounting records. Directs the input of financial data into computerized systems. Prepares financial statements, summaries and reports for review. Prepares agency or department accounting and financial records. Supervises the preparation and certification of agency payrolls. May supervise a staff of employees in the maintenance of accounting and financial records such as budgeting, payroll and auditing. Performs functional supervision over two or more complex accounting activities such as: compilation and analysis of complex data for federal reports, reconciliation of benefits accounts, processing payment for contractual services requiring utilization of cost distribution formulas, coordination systems for multiple offices or departments, analysis of accounting initiatives. May serve as the liaison with federal agencies, other state departments, or local community partners. May testify before legislative committees, or participate in department budget testimony. Responsible for federal program fiscal administration, department grant programs, and other complex fiscal programs. Performs related duties as assigned

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One years as a Financial Manager II with the State of Vermont.
