Class Definition

Managerial, project and change management work for the Agency of Human Services (the Single State Medicaid Agency) involving the development and implementation of healthcare systems reform and its intersect with other AHS programs and public benefits, eligibility and enrollment. A primary focus area is project management of major systems reforms, staff training and re-training as programs and supporting IT infrastructure change the nature of employee job responsibilities across the AHS due to the changing healthcare enterprise, development of implementation timelines with IT and other policy staff for expected changes and creation of communication, change management and training activities. Functional supervision may be exercised over quality and project management staff in member AHS departments. All employees of the Agency of Human Services perform their respective functions adhering four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Examples of Work

Directs and supervises the planning, development and implementation of a comprehensive and coordinated change management plan for AHS as it related to health and human service eligibility, enrollment and services statewide. Designs and implements communication and training activities for staff across AHS. Designs and implements a statewide change management plan for AHS member departments. Develops, procures and manages external contracts as needed. Monitors development of changes in the state's Medicaid Program and Health Benefits Exchange to ensure associated changes across AHS are assessed and implemented. Assists in implementation and integration of AHS Central Office resources and activities related to staff training, quality improvement, including assessing staff and customer satisfaction and managing responses to feedback, concerns and/or complaints from staff. Develops strategies and processes to optimize the use of existing data, resources, change management and quality assurance/improvement activities within state government (e.g., AHS Central Office, AHS Departments, DHR, AoA, DOE, DFR) and external stakeholders (e.g., contracted provider and health service organizations, private insurance companies, and other stakeholders).

Environmental Factors

There may be a need for travel around the state, for which a private means of transportation is required. Considerable work outside of normal working hours may be required. Significant tact and diplomacy is needed to reconcile a variety of differences of opinion. Substantial pressure from deadlines may be experienced.

Knowledge, Skills and Abilities

Considerable knowledge of change management principles and practices.

Considerable knowledge of communication plans, evaluation and design methodology.

Considerable knowledge of project management and large systems change projects.

Knowledge of human resource development and training.

Familiarity with contract management.

Ability to develop and apply program evaluation tools and use data to improve performance.

Minimum Qualifications

Bachelor's Degree and three (3) years of experience in human services where the activities included at least two of the following: program evaluation, quality improvement projects, project management and data analysis;

OR

Master's Degree and two (2) years of experience in human services where the activities included at least two of the following: program evaluation, quality improvement projects, project management and data analysis;

OR

Doctoral Degree and one (1) year of experience in human services where the activities included at least two of the following: program evaluation, quality improvement projects, project management and data analysis.

Candidates must pass any level of background investigation applicable to the position. AHS Policy 4.02, Hiring Standards, pursuant to 20 V.S.A. 2056c or other applicable statutory authority, requires criminal record checks for all AHS positions, including motor vehicle driving record checks and national record checks where appropriate.
