Class Definition

This is the third highest level of five in the GIS Professional series. This is a professional level position that provides intermediate GIS services to one or multiple programs or business units. Primary responsibilities are the creation, editing, manipulation, maintenance, quality control, and documentation of geospatial data in GIS databases; the administration of GIS databases within the context of managing a multi-user editing environment; the optimization of geospatial features, topology, and spatial relationship rules; the support and training of other staff who edit GIS data; the use of GPS technology to collect data; map production; the use of intermediate spatial analysis techniques; the production of digital and hardcopy maps. This position is accountable for ensuring and reviewing GIS data integrity, data documentation, and data quality. This position helps to define needs, requirements, and specifications for projects that leverage spatial data or GIS technology. This position provides outreach to internal and external creators and users of spatial data. These duties and services are generally provided to a limited number of programs or business units. Duties are performed under the direction of a supervisor.

Examples of Work

Create, edit, and maintains geospatial data to be used by internal staff and external customers. Use GIS software editing tools to create and manipulate geospatial feature classes. Gather and assemble disparate geospatial data from multiple data editors and other sources to produce a single seamless dataset. Create and maintain documentation about geospatial data. Introduce and support GIS editing processes and workflows to other staff data editors. Develop and utilize code scripts and macros to automate data editing and data distribution to improve efficiencies. Support and train staff in the proper use of GPS, data download and integration of GPS data into GIS databases. Conduct training classes to staff in GIS software. Work with IT staff to integrate geospatial data with non-spatial databases and other IT services and products including integrating geospatial data into web applications and other desktop database applications. Insure that published geospatial data from the specified programs or business units is documented and that metadata is kept up-to-date. Implement established standards, specifications, and best practices for mapping and data editing tasks. Adhere to applicable change management processes. Provide data to or review data products from vendors. Review vendor proposals. Conduct outreach to internal and external users of spatial data and GIS technology. Visit agency or department regional offices to support regional staff in GIS data collection and GIS editing efforts. Assist with the developing, maintaining, deploying, and training staff to use desktop, web, and mobile applications that leverage spatial data and GIS technology. Perform intermediate-level spatial data queries and analyses. Create digital and hardcopy maps from GIS data for internal and external use. Assist and support other staff in creating maps. Create digital maps for use on agency or department websites. May act as an official representative in person, via telephone, e-mail or traditional mail, regarding GIS questions for the agency/department, statewide GIS enterprise partners, and agency/department customers. Respond to and fulfill data and map requests. Assist in updating GIS-related agency or department websites. Assist in maintaining and upgrading GIS software. Assist in GIS-related project planning. May represent the agency/department at professional seminars and public meetings. Perform related duties as required.

Environmental Factors

Duties are performed primarily in a standard office setting although regional office visits will require travel. Fieldwork may be required from. Attendance at meetings, seminars or conferences outside of normal work hours may be necessary. Manual dexterity is required in operating the computer and GIS-related hardware, as are good eyesight and eye-hand coordination.

Knowledge, Skills and Abilities

Considerable knowledge of the principles of geographic information science and GIS technology.

Considerable knowledge of database design.

Extensive skill in the use of desktop GIS software.

Experience using server GIS software.

Knowledge of other database management software and programming techniques used for GIS.

Demonstrated knowledge in geospatial editing tools, methods, and procedures.

Knowledge of GIS data transformation methods.

Knowledge of the operation and maintenance of computer peripherals and graphic output and input devices associated with GIS functions including GPS units.

Technical and IT knowledge or experience.

Considerable knowledge of GPS data integration into GIS databases.

Ability to edit geospatial data and maps with accuracy and precision.

Ability to document data editing procedures, data quality, and metadata.

Knowledge of mobile and web GIS technologies notably with how these technologies enable GIS data management.

Knowledge of advanced spatial analysis and data query tools and techniques.

Knowledge of cartography.

Knowledge of aerial photo interpretation.

Knowledge of programming techniques used for GIS.

Skills in handling people with tact and recommending practical solutions to problems.

Ability to establish and maintain effective working relationships.

Ability to read and interpret maps, survey notes, engineering plans.

Ability to evaluate proposed new geospatial techniques, data models and equipment, and prepare recommendations on their use.

Ability to review work of mapping contractors and other service providers.

Ability to effectively communicate verbally and in writing.

Ability to analyze problems and make logical and timely decisions both in office and in the field.

Minimum Qualifications

Bachelor's degree in in GIS, geography, computer science, engineering, GIS, a natural resources field or other field closely related to mapping and GIS;

OR

Associate's degree or two years of college coursework in GIS, geography, computer science, engineering, GIS, a natural resources field or other field closely related field to mapping and GIS AND two (2) or more years of experience in GIS, geography, computer science, engineering, GIS, a natural resources field or other field closely related to mapping and GIS.

OR

Four (4) or more years of experience in in GIS, geography, computer

science, engineering, GIS, a natural resources field or other field closely related field to mapping and GIS.
