Class Definition | The position is responsible for the development and integration of workforce development programs and associated, multiple projects to achieve customer's strategic business goals and operational objectives. The role involves self-directed initiative in training employees, developing curriculum and materials, assessing training and related needs for services, and coaching supervisors and leaders in Vermont State Government. The position serves as an internal consultant to managers across state government on human resources-related issues, anticipating and assessing organizational HR-related needs and working with customers to develop integrated solutions. Position serves as lead in the assessment of training program effectiveness and in supporting and mentoring other trainers in State government through the Professional Development Roundtable and other means. The position may exercise supervision over a staff of Training and Engagement Specialists. Incumbent plans, organizes, and implements an ongoing process to monitor, motivate and develop staff performance. Analyzes workloads, staffing and recommends appropriate budgetary and program actions. Establishes section procedures, practices and standards and evaluates their progress and results. Identifies problems and directs corrective measures. The work includes managing the design and delivery of on-line and in-class training, working with other trainers within the department and across state government, facilitating meetings and planning sessions, and using technology to facilitate these activities. Incumbents in this position must be able to draw on their own experience and knowledge for competence in supervisory and leadership skills and consulting work, and be able to generate new content in areas beyond personal expertise through research and engagement. Work is performed under the general direction of an administrative supervisor. |
Examples of Work | Generates and/or manages collaborative process in the development of new curriculum in HR - related content, communication skills, strengths-based employee development. Plans and executes trainer training both in content expertise and training skills. Works with passive and active on-line learning modules to support classroom experiences or to stand alone. Co-teaches and collaborates with other state employees and consultants. Coaches and mentors course participants using a strengths-based approach. Uses adult learning methods in all endeavors. Designs and manages consulting and special projects involving team staff and partners in other agencies and departments. Leads individual and team efforts in data collection and analysis, including interview and focus group design and delivery for needs assessments and consulting purposes. Facilitates meetings and planning sessions for DHR and other departments as needed. Supports administrative functions of the Division as needed due to fluctuations in workload, scheduling and other factors, including participant registration, classroom management, and records. Will have responsibility for one or more on-going program, committee or workgroup. Will participate in and/or manage a variety of special projects with cross-functional and/or statewide impact, on a variety of subject matter relating to organizational development, workforce planning, or curriculum development. Performs related duties as required. |
Environmental Factors | Duties are performed largely in an office and/or classroom setting, with some in-state travel required to attend meetings and to serve client organizations. Some work outside of the normal work schedule may be required. Strong differences of opinion and emotionally charged situations may be encountered. Consecutive, full training and/or facilitation days will be required. |
Knowledge, Skills and Abilities | Considerable knowledge of the principles and practices of public administration, management and supervision. Experience supervising/managing others, and sufficient experience working with other supervisors so as to be able to engage meaningful about supervising in a broad range of environments. Considerable knowledge of the principles and practices of curriculum development and training techniques for adult learners, including the ability to train others in training skills. Considerable skill with and knowledge of on-line learning design and management. Considerable knowledge of leadership development models and practices. Skill in approaches to fostering inclusive work environments through training, organizational development and other methods. Ability to conceptualize, plan, and implement a continuum of actions designed to meet identified organizational objectives. Ability to analyze complex organizational issues and situations, recommend a course of action to generate desired changes/outcomes, and implement facilitation of processes that will generate the desired outcomes. Ability to plan and conduct in-depth research and studies of problems, processes, and opportunities for improvement, interpret results, and make recommendations for action. Ability to influence others to take recommended or desired courses of action. Ability to condense complex or sensitive information and ideas into clear, concise and respectful formats for use by others. Ability to work productively both as an independent contributor and in groups. Ability to establish and maintain working relationships with a variety of colleagues and client organizations. Minimum Qualifications | Professional certification, or bachelor's degree or higher, in one or more of the following: adult learning, human resources, organizational development, leadership development, and/or public administration or a related field; AND six (6) years or more of experience that includes developing instructor led and online training programs, teaching or facilitating programs for adults, providing consulting services to an organization and one-on-one coaching of adult learners; AND one (1) or more years of supervisory experience. |
