Class Definition

Advanced technical, administrative, and consultative work performed with a high degree of independence in a variety of specialties for the Agency of Transportation. An incumbent with minimal supervision on assigned projects with work generally reviewed after completion. Supervision may be exercised over technical and administrative employees. Work is performed under the direction of a senior engineer, section chief, or project manager.

Examples of Work

Under the general direction of a higher authority employee, duties may include, but are not limited to; Check, perform, adjust, and take accountability for complex mathematical calculations for a variety of purposes that have direct impact on Agency projects; functions as a team leader by assigning and checking work on one or more projects of varying complexity. Independently and proficiently identifies and executes and leads others in a variety of tasks such as; utilizing state of the art modeling software including GPS data collection software and survey equipment for project development, constructability review, construction layout and inspection; lead project reviews, site inspections, investigations and preparation of draft recommendations for moderately complex projects; lead the drafting of out of compliance reports and evaluating corrective action plans for conformance with specifications for construction; applies or writes specifications for moderate to complex projects; review and approval of fabrication and construction drawings and submittals for complex projects;  development, processing, and review of environmental permit data or applications; research, collection, analysis, and entering of data into and maintaining databases, and drafting reports; leads physical and chemical materials testing in a lab environment including set-up, data reduction and design/performance impacts. May act as resident engineer responsible for oversight of one or more simple to moderate projects. May supervise technical and administrative staff. May serve on Agency committees. May appear at public hearings and act as the Agency representative at town and municipal meetings. Performs related duties as required.

Environmental Factors

Duties are generally performed in an office, laboratory, and field setting for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Class incumbents may be required to carry equipment weighing up to 40 pounds, traverse rough, wooded, or steep terrain, travel in boats or work on structures above ground level. Duties may also require exposure to extreme weather conditions. Attendance at public meetings as an agency representative where strong adversarial opinions may be encountered. Some public speaking may be needed. Out of state travel may be required. Overtime needs are predictable.

Knowledge, Skills and Abilities

Ability to read, interpret, and explain complex regulations, plans, and technical specifications for construction. 

Ability to design field investigations, appropriately characterize in-place materials, and provide basic design recommendations for transportation projects.

Advanced knowledge of computer aided drafting and information modeling.

Advanced knowledge of transportation field inspection practices and procedures. Has ability to teach others and develop written guidance.

Ability to assist in reviewing consultant proposals and reports for technical content including analyses and recommendations.

Advanced knowledge of data gathering techniques and various systems for organizing and interpreting data.  Has ability to lead others.

Ability to compile, interpret, and apply a variety of field notes, data tables, laboratory results and other information in support of solving complex transportation technical problems.

Ability to coordinate work efforts with the general public, private contractors, and other federal, state and local agencies.

Ability to conduct field and lab work in accordance with VOSHA and Agency safety requirements. Ability to lead others. 

Ability to prepare, maintain, and develop complex logs, records, and other required project documentation and to prepare clear, effective reports in accordance with section requirements.

Advanced knowledge of laboratory testing and interpretation of test results. 

Ability to develop projects from beginning to completion without supervision within the determined timeframe.

Advanced knowledge of engineering economics and building credible estimates.

Advanced knowledge of the laws, regulations, rules, and policies governing projects developed by the Agency.

Advanced knowledge of supervisory principles and practices.  

Ability to establish effective working relationships with internal and external stakeholders and leads project meetings or presentations.

Ability to communicate professionally, both orally and in writing. Ability to teach others.

Expert knowledge of administrative principles and practices.

Ability to secure compliance from private contractors on major projects.

Ability to plan, assign, supervise, and review the work of assigned staff. Is accountable for the work of subordinates. 

Minimum Qualifications

Bachelor's degree in engineering technology, environmental technology, surveying, construction technology, architecture, construction management, or related technical field AND six (6) years of experience performing engineering support tasks involved in one or more of the following: planning, surveying, design, inspection, construction, research and statistics, testing, investigation, maintenance or construction of various types of civil engineering projects.

OR

Associate degree in civil engineering, environmental technology, engineering technology, surveying, construction technology, architecture or related field AND eight (8) years of experience as described above.

OR

High School diploma or equivalent AND ten (10) years of experience as described above.

OR

Two (2) years or more of experience as an AOT Technician V with the State of Vermont.
