Class Definition

Engineering work at a skilled level for the Agency of Transportation. Duties involve design, technical support, and construction oversight of moderately complex engineering projects under minimal supervision. Independently and effectively design, develop, and oversee transportation plans and specifications through their skilled knowledge of disciplines including, but not limited to, Roadway, Traffic, Structural, Hydraulic, Geotechnical, Environmental, Materials, and Construction Management.

Examples of Work

Under minimal review and supervision of a higher authority, duties include, but are not limited to: Functions as a team leader by assigning and checking engineering work products on one or more projects of simple to moderate complexity. Assists in mentoring and training of engineering skills and concepts to entry level engineers. Checks, performs, and adjusts quantity calculations for practical and budgetary purposes or directs others and reviews work using state of the art programs generated internally or externally. Creates programs to perform engineering calculations. Independently writes project specifications. Researches, collects, and analyzes data, maintains databases, and drafts reports with minimal oversight. Serves as a Resident Engineer responsible for the oversight of a simple project. Inspection of multiple project sites under limited supervision to ensure project construction meets relevant codes and are progressing properly. Attends and assists at public meetings. Leads project reviews, site inspections, and investigations. Prepares recommendations, out of compliance reports, and specifications for moderately complex projects. Develops project plans using engineering and design software and incorporates state of the art modeling into all aspects of the design and construction oversight. Forecasting and tracking design and construction time frames using scheduling software programs. Reviews and analyzes proposed projects and plans for constructability and consistency with policies, statutes, regulations, rules, and impacts. Leads project meetings with internal and external stakeholders by establishing effective working relationships. Some positions in this class may be supervisory.

Environmental Factors

Duties are generally performed in both office and field settings for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Knowledge, Skills and Abilities

Working knowledge of transportation engineering and construction principles and practices as used in planning, design, construction, reconstruction, or rehabilitation of a variety of transportation projects.

Working knowledge of computer aided drafting, design, and information modeling by developing project plans, and construction oversight using state of the art modeling software, including GPS data collection software and survey equipment for construction layout and inspection.

Working knowledge of engineering economics and building credible and accurate estimates.

Working knowledge of transportation field inspection practices and procedures.

Working knowledge of construction loading and verifying construction submittals meet project specifications. Has ability to teach others.

Ability to carry out engineering assignments from beginning to completion with minimal amount of supervision and within the determined timeframe.

Ability to review work of others for accuracy and provide technical feedback.

Working knowledge of critical path scheduling.

Ability to prepare and maintain required project documentation and records in accordance with section requirements.

Working knowledge in developing, processing, and review of environmental applications.

Working knowledge of data gathering techniques and various systems for organizing and interpreting data.

Working knowledge of materials testing in a lab environment including test procedures and post processing of results.

Working knowledge of the laws, regulations, rules, and policies governing projects developed by VTrans.

Ability to work on multiple assignments concurrently with some oversight.

Ability to perform or interpret physical property and chemical tests.

May serve on an Agency committee as an engineering resource.

Minimum Qualifications

Bachelor’s degree in civil engineering, construction management, architectural engineering, or related technical field AND four (4) years of engineering experience. 

OR

Associates degree in civil engineering, construction management, architectural engineering, or related technical field AND six (6) years of engineering experience INCLUDING licensure as an Engineer Intern.
