Class Definition

Engineering work at a proficient professional level for the Agency of Transportation. Duties involve the design, technical support, and construction oversight of moderately to highly complex engineering projects under general direction. Independently and professionally design, develop, and oversee transportation plans and specification through proficient knowledge of disciplines including, but not limited to, Roadway, Traffic, Structural, Hydraulic, Geotechnical, Environmental, Materials, and Construction Management. 

Examples of Work

Under the general direction of a higher authority, duties include, but are not limited to: Functions as a team leader by assigning and checking engineering work products on one or more projects of varying complexity. Leads project reviews, site inspections, and investigations. Prepares recommendations, out of compliance reports, and specifications for moderately to highly complex projects. Serves as a Resident Engineer responsible for the oversight of one or more simple to moderately complex construction projects. Researches engineering problems, leads forensic investigations, and recommends solutions. Advanced proficiency with engineering and design software, and ability to incorporate modeling into all aspects of design. Mentors, trains, and provides technical guidance and training of engineering skills and concepts to staff engineers. Independently researches, collects, and analyzes data, maintains databases, and drafts reports. Reviews, analyzes, and provides valued input to proposed projects and plans for constructability and consistency with policies, statutes, regulations, rules, and impacts. Participates in and represents the Agency at public meetings. Some positions in this class may be supervisory.

Environmental Factors

Duties are generally performed in both office and field settings for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Knowledge, Skills and Abilities

Advanced knowledge of transportation engineering and construction principles and practices as used in planning, design, construction, reconstruction, or rehabilitation of a variety of transportation projects.

Advanced knowledge of computer aided drafting, design, and information modeling by developing project plans, and construction oversight using state of the art modeling software, including GPS data collection software and survey equipment for construction layout and inspection.

Advanced knowledge of engineering economics and building credible and accurate estimates. 

Advanced knowledge of transportation field inspection practices and procedures. Has ability to teach others and develop written guidance.

Advanced knowledge of construction loading and verifying construction submittals meet project specifications.

Advanced knowledge of engineering systems analysis and evaluation.

Advanced knowledge of the laws, regulations, rules, policies, and technologies of the projects applicable to area of assignment.

Advanced knowledge in developing, processing, and review of environmental applications.

Advanced knowledge of computer use/potential in data management and program planning, and in the performance of engineering functions.

Advanced knowledge of engineering and design software, and ability to incorporate modeling into all aspects of design.

Advanced knowledge of lab test procedures, post processing of results, and performance impacts for various construction materials.

Ability to develop projects from beginning to completion without supervision and within the determined timeframe.

Ability to assist in reviewing consultant proposals and reports for technical content including analyses and recommendations.

Ability to prepare, maintain and develop required project documentation and records in accordance with section requirements.

Ability to present work products in a clear, objective, written format.

Ability to train other technicians and engineers in areas of assigned engineering expertise.

Ability to review and provide technical input on complex engineering plans and specifications.

Ability to establish and maintain effective working relationships with both internal and external project stakeholders.

Ability to establish effective working relationships with internal and external stakeholders and lead project meetings and presentations.

May serve on one or more Agency committees as an engineering resource.

Minimum Qualifications

Bachelor’s degree in civil engineering, construction management, architectural engineering, or related technical field AND six (6) years of engineering experience.  

OR

Licensure as a Professional Engineer AND five (5) years of engineering experience.

OR

Associates degree in degree in civil engineering, construction management, architectural engineering, or related technical field AND eight (8) years of engineering experience INCLUDING licensure as an Engineer Intern.
