Class Definition

Engineering work at an advanced professional level for the Agency of Transportation. Duties will concentrate on the most highly complex projects and involve design, technical support, and construction oversight under minimal general direction. Independently and professionally design, develop, and oversee transportation plans and specification through advanced knowledge of disciplines including, but not limited to, Roadway, Traffic, Structural, Hydraulic, Geotechnical, Environmental, Materials, and Construction Management. 

Examples of Work

Under minimal direction of a higher authority, duties include, but are not limited to: Functions as a team leader by assigning and checking engineering work products on multiple projects of varying complexity. Leads the design of complex roadway, geotechnical, or bridge components and confirms constructability. Leads project reviews, site inspections, and investigations. Reviews recommendations, out of compliance reports, and specifications for highly complex projects. Provides advanced engineering input regarding project constraints, constructability, and costs analyses to steer the direction of projects. Serves as Project Engineer in the technical review and recommendations of consultant designed transportation projects. Serves as a Resident Engineer responsible for the oversight of multiple moderate to highly complex construction projects. Reviews research and data analyses as well as draft recommendation reports. Participates in and represents the Agency at various local, state, and regional meetings, and in legal proceedings as a technical resource. Organizes and presents at public hearings as a technical resource. Provides project oversight, supervision of engineering, technical, and administrative staff, and is responsible and accountable for work performed by other engineers and technicians. Provides leadership, guidance, and motivation to staff; and plans, directs, and reviews work activities and performance. Recommends potential engineering computer applications and identifies current capabilities for projects and applications. Directly responsible for creating construction estimates on complex projects. Has direct influence over project costs. Provides input and influence on use of software engineering programs and prepares tools for use in design and advancement of a project. Serves on one or more Agency committees as an engineering resource. Some positions in this class may be supervisory.

Environmental Factors

Duties are generally performed in both office and field settings for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Knowledge, Skills and Abilities

Expert knowledge of transportation engineering and construction principles and practices as used in planning, design, construction, reconstruction, or rehabilitation of a variety of transportation projects.

Expert knowledge of computer aided drafting, design, and information modeling by developing project plans, and construction oversight using state of the art modeling software, including GPS data collection software and survey equipment for construction layout and inspection.

Expert in engineering focus and design, and ability to incorporate engineering modeling into all aspects of design and construction oversight.

Ability to train other technicians and engineers in areas of assigned engineering expertise and review work for accuracy.

Advanced knowledge of complex construction loading and verifying complex construction submittals meet project specifications. 

Expert knowledge in developing, processing, and review of environmental applications.

Expert in writing and reviewing complex project specifications. 

Expert knowledge of data gathering techniques and various systems for organizing and interpreting data. Prepares reports to support agency budgeting.

Expert knowledge of lab test procedures, post processing of results, and performance impacts for various construction materials. Requires no direct supervision or oversight.

Ability to develop multiple projects from beginning to completion utilizing a variety of resources without supervision and within the determined timeframe.

Advanced knowledge of supervisory principles and practices.

Expert knowledge of the laws, regulations, rules, and policies governing projects developed by VAOT. Ability to guide and train others.

Advanced knowledge of project documentation and records. May be responsible for preparing documents and guiding others.

Ability to use expert knowledge to problem solve and work collaboratively to develop alternative solutions to challenges during design and construction.


Ability to prepare, interpret, and present complex and technical reports in a clear, objective, and technical format.

Influences VAOT specifications and engineering policy by serving on an Agency committee. May participate on a national technical committee.

Minimum Qualifications

Bachelor’s degree in civil engineering, construction management, architectural engineering, or related technical field AND seven (7) years of engineering experience INCLUDING licensure as a Professional Engineer.

OR

Associates degree civil engineering, construction management, architectural engineering, or related technical field AND ten (10) years of engineering experience INCLUDING licensure as a Professional Engineer.
