Class Definition | This class is the second level of Project Management within the Vermont Agency of Transportation. Project management and oversight work involving the planning, development and timely completion of intermediate and complex transportation projects. Position is responsible for the management over all phases of the projects assigned. Incumbents at this level may work on a variety of projects for the Vermont Agency of Transportation including roadway, highway safety projects, highway or railroad bridge and culvert projects, railway projects, aviation projects and municipally lead projects. Work is performed under the direction of a higher-level Project Manager. This level may supervise AOT Project Managers in the level I class and may oversee design staff. |
Examples of Work | May simultaneously manage multiple ongoing transportation projects while overseeing design staff or Project Managers. Proficient in Planning, creating, maintaining and adjusting project schedules and budget spending profiles. Oversees the development of projects and ensures that all necessary technical reviews, permit applications, surveys, right of way assessments, and other requirements are carried out in a timely manner. Actively participates in project technical reviews as technical expert in the field of projects being managed. May present projects at public meetings, hearings, court actions, and discussions with public officials and other state agencies. Incumbents may oversee design work by VTrans staff or oversee consultant design projects. On municipally lead projects, provides stewardship and oversight of project through to final acceptance which requires significant involvement during the construction phase, including but not limited to recommending award of construction contracts, overseeing preconstruction conferences, assisting with resolution of conflicts and reviewing/ recommending for approval to higher level project manager, change orders requests. May supervise other project management, engineering and technical staff. |
Environmental Factors | Duties are largely performed in an office setting; however, some field travel may be necessary. Fieldwork may involve exposure to hazardous materials, traffic hazards and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis and these should be handled in a professional and respectful manner. |
Knowledge, Skills and Abilities | Considerable knowledge in the principles and practices of transportation project design and project management. Ability to create and manage CPM Project Schedules including manipulating logic and creating new activities as required. Ability to create accurate spending profiles and manage the budget for design, Right of Way and Construction. Ability to manipulate data in project management software and considerable knowledge of all data fields within the programs. Ability to set and manage multiple priorities and guide others in setting priorities. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. Extracting and utilizing database information. Understanding of computer file management and organization. Considerable knowledge of supervisory principles and practices. High proficiency in common computer applications such as word processing, data processing and presentation programs. |
Minimum Qualifications | Bachelor's degree in Engineering OR Registration as a Professional Engineer (PE) AND six (6) years or more of professional experience in civil engineering including one (1) year of experience in project management OR Master's degree in Engineering AND four (4) years or more of professional experience in civil engineering including one (1) year of experience in project management. OR Associate degree and twelve (12) years or more of experience in Transportation Engineering or related field, including one (1) year of experience in project management. OR Certification in Project Management (PMP Certificate) with twelve (12) years of experience in Transportation Engineering or a related field and one (1) year of experience in project management.
NOTE: Some positions may require two years of supervisory experience. Participation in State of Vermont provided supervisor development programs may be substituted for supervisory experience. |
Preferred Qualifications | Experience in interpreting and reviewing project plans and cost analysis, contract compliance and interpretation, methods of time estimation and recording. Proficiency as a AOT Project Manager Level I. Some level of technical expertise in the area of management (highway, traffic and safety, bridge, railroad, aviation) |
