Class Definition

Engineering, administrative and planning work at a professional level for the Vermont Military Department involving the provision of technical assistance to identify, reduce, and recycle waste in compliance with state, federal, and military laws and regulations. Work is performed under the supervision of a military member of a branch of the Vermont National Guard.

Examples of Work

Provides technical assistance to hazardous waste generators and users of toxic chemicals and materials in developing plans for toxics use reduction, hazardous waste reduction, and pollution prevention through process and operational changes, input substitution, and recycling. Provides on-site assistance through waste and process audits and financial analysis of pollution prevention opportunities. Researches and evaluates pollution prevention technologies for technical and economic feasibility. Performs construction oversight inspections on assigned projects to insure compliance with approved plans and permit conditions. Reviews applications, blueprints, operations plans and manuals, soils and site maps, water quality analyses, and other data to ensure adherence and compliance with federal, state, military, and local statutes, regulations, and permits. Develops a comprehensive groundwater, air, and soil monitoring program including quality assurance provisions. Prepares technical reports and makes recommendations on reviews of permit applications, surveys, site investigations and analyses.

Environmental Factors

Duties are performed in office settings but with frequent visits to military sites. Air, water, and waste sampling requires bending and lifting. Some exposure to noise and toxic chemicals may occur. An incumbent may be required to act as member of incident command during hazardous waste spills.

Knowledge, Skills and Abilities

Considerable knowledge of chemical and mechanical engineering principles and their application to industrial processes contributing to waste generation.

Knowledge of federal and state hazardous waste management regulations.

Knowledge of the sources, chemical and physical characteristics, and effects of air, water, and ground pollutants.

Ability to conduct engineering studies and reviews.

Ability to analyze and interpret specification sheets, engineering notes, blueprints, and similar technical data.

Ability to prepare technical reports and recommendations.

Ability to communicate effectively as required in the class role.

Minimum Qualifications

Education: Bachelor's degree in engineering or a physical science.

Experience: Three years experience at a professional level in engineering, hazardous waste management or planning, or a related environmental program.

Note: Graduate work in the above fields may be substituted for up to two years of the required experience on a semester for six months basis. Registration as a Professional Engineer may be substituted for the degree requirement.

Incumbents of this job are issued a Department of Defense Common Access Card (CAC), which is issued only upon passing a federal background check (Tier 1) including a fingerprint-supported criminal record check. Candidates must obtain the CAC for successful completion of original probation. Possession of the CAC is a condition of employment.
