Class Definition | Inspecting and consulting work at a professional level for the Department of Health involving the performance of asbestos and lead abatement, Renovation, Repair, Painting and Maintenance (RRPM) and other worksite inspections, the review and approval of contractor license and permit applications and the development and tracking of enforcement cases. Duties frequently involve identifying public health hazards and determining the appropriate actions to mitigate the hazards. Duties also involve providing technical assistance to contractors, building owners, school administrators and other members of the public on how to comply with the federal and state asbestos and lead regulations. Duties are performed with latitude for exercising discretion and independent judgement under the supervision of the Asbestos & Lead Regulatory Program Manager. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation. |
Examples of Work | Conducts inspections of a variety of buildings including but not limited to housing, commercial buildings, child cares and schools to determine compliance with the Vermont asbestos and lead regulations. Conducts inspections of asbestos and lead abatement and RRPM worksites to ensure compliance with the regulations. Reviews and processes asbestos and lead discipline license and certificate applications. Reviews asbestos and lead abatement and RRPM power tool permit applications for proposed work in a variety of structures and approves applications based on compliance with state and federal regulations. Responds to inquiries from the public on the regulatory requirements and how to safely address asbestos and lead containing materials in buildings. Investigates, documents, and takes enforcement action on cases of illegal or improper asbestos or lead removals and work practices. Provides technical assistance when appropriate to bring cases into compliance with the regulations. Participates in the development of program standards, regulations, guidelines, and policies. Represents the Department at public meetings. Performs related duties as assigned. |
Environmental Factors | Duties are performed in office settings and in the field. Private means of transportation must be available for fieldwork. Duties will not always conform to a normal workday or workweek. Incumbents may be required to use personal protective equipment to perform some job duties. |
Knowledge, Skills and Abilities | Knowledge of the state and federal asbestos and lead regulations. Knowledge of the health hazards presented by asbestos and lead containing building materials and the work practices that mitigate exposure. Knowledge of air quality standards generally applicable to public buildings. Knowledge of environmental health principles and practices. Awareness of public health concepts and practices. Ability to learn advanced inspection processes and procedures. Ability to review worksite plans and specifications, and license and permit applications. Ability to prepare and present technical reports. Ability to facilitate educational activities for the public and the industry. Ability to identify and analyze problems and recommend effective solutions. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships. Ability to perform job duties within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation. |
Minimum Qualifications | Bachelor's degree in a physical or biological science, engineering, industrial hygiene, environmental health, public health, air quality, or architecture. OR Associate's degree in a physical or biological science, engineering, industrial hygiene, environmental health, public health, air quality, or architecture and one (1) year or more of experience in engineering, industrial hygiene, environmental health, public health, air quality, architecture, construction project management, health and safety or compliance enforcement work. OR Two (2) years or more of experience in engineering, industrial hygiene, environmental health, public health, air quality, architecture, construction project management, health and safety or compliance enforcement work. |

Special Requirements | Must be Vermont certified or able to be certified in asbestos and lead consultant and contractor categories. Must be physically able to wear a respirator.Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights. |
