Class Definition

Planning, administrative and supervisory, work at a professional level for the Department of Corrections involving oversite of supplemental housing contracts for the placement of incarcerated individuals in out-of-state facilities.  Duties include contract monitoring, response to incarcerated individuasl complaints and servces arrangements to ensure appropriate care of such individuals.  Duties also incluse the oversight of casework staff who manage programs, incarcerated individual classification, case plans and other casework functions as well as oversite support of security functions in conjunction with other staff. Supervision is exercised over a staff of caseworkers and contract monitors. Work is performed under the supervision of a Facilities Operations Manager. All employees of the Agency of Human Services perform their respective functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Examples of Work

Oversees the Department's supplemental housing contract which provides secure housing for Vermont incarcerated individuals out-of-state. Approves incarcerated individual transfers and ensures that incarcerated individuals transferred to out-of-state facilities are accompanied by all required paperwork that is completed accurately and thoroughly. Manages the RFP process to negotiate contracts for suitable VT incarcerated individual housing, including making site visits to these out of state facilities.

Monitors all aspects of incarcerated individual care system contract compliance. Arranges for, and/or conducts monthly, quarterly and annual audits to assess compliance. Reviews complaints and correspondence from incarcerated individuals in out­ of-state facilities. Negotiates remediation of deficiencies and may recommend sanctions against contractor if deficiencies continue. Utilizes interactive television to facilitate visits with incarcerated individuals and monitoring of aspects of contractor performance. Oversees the placement of and out of state travel arrangements for VT DOC caseworker staff for visits to facilities. Supervises casework staff who provide services to incarcerated individuals placed outside Vermont. Handles grievances and correspondence at Commissioner level concerning areas of responsibility. Oversees many complex systems and must maintain a working knowledge of all including, but not limited to: ORAS, OMS, VANS, EPICS, and Odyssey. May be the Americans with Disabilities Act and/or Grievance Coordinator for the facility. Responsible for adherence to the Prison Rape Elimination Act. Coordinates with external partners relevant to court proceedings. Performs related duties as required.

Environmental Factors

Duties are performed primarily in a standard office setting.  Extensive travel to out-of-state facilities in other states is required.  Some in-state travel may also be required, for which private means of transportation must be available.  Considerable stress may be caused by the need to deal with emergency situations.  Work outside of normal office hours may be required. 

Knowledge, Skills and Abilities

Considerable knowledge of casework principles and practices.

Considerable knowledge in the principles of auditing

Considerable knowledge of individual and group counseling techniques.

Must be organized and able to work on multiple projects at the same time.

Knowledge and understanding of the function of the public and private social service agencies.

Working knowledge of the interaction of physical, economic, emotional, educational, and social factors which influence clients in the criminal justice system.

Awareness of supervisory principles and techniques.

Ability to understand, interpret, and write policy, rules, regulations, and procedures.

Ability to plan, assign, review, and evaluate the work of subordinates.

Ability to communicate effectively.

Ability to provide leadership and accountability within the framework of the four key practices of the Agency of Human Services: customer service, holistic service, strengths-based relationships and results orientation.

Minimum Qualifications

Four (4) years or more of experience as a correctional caseworker, AND two (2) years or more of experience as a supervisor. 

Preferred Qualifications

Bachelor’s degree, preferably in a human services or criminal justice field.

Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
