Class Definition | Planning, coordinating, and informational work at a technical level involving the provision of emergency planning support for the Department of Public Safety in conjunction with regional and national emergency response initiatives. Work is performed under the general supervision of the Vermont Emergency Management Planning Section Chief. Extensive interaction occurs with emergency management and governmental officials at the regional, state and local levels. |
Examples of Work | Assists local governments, state agencies, and non-governmental entities to develop plans to respond to and recover from the effects of catastrophic events and disasters such as: earthquakes, floods, power outages, hazardous materials spills, and radiological accidents. Supports plan development and provides technical assistance in planning, data collection and analysis. Determines schedule for project completion. Assists in the implementation of the approved plan. Meets with local groups in the preparation of long-term plans which are compatible with federal and state plans. Provides planning assistance to government agencies and other organizations in the development of emergency plans for such population protection techniques as evacuation, reception and care, and shelter. Supports the maintenance of the State Emergency Management Plan and the operational procedures for the State Emergency Operations Center. Required to participate in exercises and drills as well as real world emergencies at the State Emergency Operations Center. May assist towns and cities in conducting an all-hazard vulnerability analysis. May coordinate planning and technical assistance provided to local jurisdictions by other emergency management staff and programs. Maintains and updates assigned emergency disaster preparedness plans and resource materials. Analyzes and prepares evaluations concerning Vermont's emergency preparedness status. Attends meetings, workshops, and training sessions. Prepares related reports. May operate personal computers to develop and maintain data bases, including geographic information system (GIS) applications, and access emergency management systems. Performs related duties as required. |
Environmental Factors | Normal office conditions generally prevail with some required travel to various localities throughout the State. Incumbents should have private means of transportation available. Emergency management drills and actual emergencies may require performance outside of normal hours. Position may require availability after regular working hours in the case of actual emergencies. On-call status may be required. |
Knowledge, Skills and Abilities |
Working knowledge of information dissemination practices and techniques. Proficiency in Microsoft Office products, including: Excel, Word, PowerPoint, Outlook, SharePoint, and Teams. Knowledge of personal computers and database management software and emergency management software such as WebEOC. Familiarity with emergency management programs including participation in exercises and drills. Awareness of the nature and effects of various types of natural and other disasters. Familiar with hazard inventory and risk assessment strategies. Ability to analyze problems, interpret data, determine alternatives, and propose solutions. Ability to communicate effectively through a variety of media. Ability to prepare and present oral reports of considerable complexity with clarity and persuasiveness. Ability to establish and maintain effective working relationships. |
Minimum Qualifications | Bachelor's degree or higher in emergency management, public administration, risk management, or related field. OR Three (3) years or more of experience in emergency management, public administration, risk management, planning or related field. |
Preferred Qualifications | Experience in emergency management, including Incident Command System certifications. Experience in plan development or revision. Experience with Geospatial Information Systems (GIS). Knowledge of Homeland Security Exercise and Evaluation. Experience as a first responder. College coursework in emergency management, risk management or closely related field. |
